Barkamol Avlod: Centers for Discovering Talents

Raising the effectiveness of out-of-school education centers and increasing the number of schoolchildren attending circles is the key idea of the elaborated government program on organization of Barkamol Avlod (Comprehensively Advanced Generation) centers and augmenting their material and technical base.

“The program we are developing is considered to be a continuation of the complex of measures addressed to the development of the out-of-school education,” explained Lola Eshmurzaeva, sector chief, Ministry of Public Education. “Currently we are implementing some programs targeting the development of children’s sports schools, art and music schools. Now we elaborate a complex of events to establish and develop Barkamol Avlod centers to develop the other directions of the circle education.”

What is the mechanism of the establishment of Barkamol Avlod centers?

“They will be established through the development of the currently functioning out-of-school education institutions that are students’ creativity centers, engineering creativity centers, Bioecosan ecology centers and centers for children’s tourism, local history, geography and culture. After reorganization all centers will continue working in the same course. Besides, it is planned to reorganize few out-of-school education centers specializing on learning foreign languages and eloquence into Barkamol Avlod centers. Along with that, Barkamol Avlod centers will become education institutions of the new generation with the new level of teaching there.”

What means are to be used to achieve those goals?

“We will strengthen the material and technical base and create some effective mechanisms to provide centers timely with consumables, teaching and learning aids and highly qualified pedagogues.

One of the program’s goals is to equip all centers in compliance with approved standards. They will enable us not only to reconstruct buildings and equip them with modern facilities, including computers, but they will also favor the regular provision of those centers with all necessary consumables. It is also projected to establish a domestic production of materials for out-of-school education centers specializing in various arts.”

You noted the necessity to improve the system of training the teaching staff for the centers and providing them with teaching aids. Dwell on this in detail, please.

“The program will comprise several innovative solutions in this line. Particularly, it is projected to create a new system for training, retraining and advanced training of specialists in Barkamol Avlod centers. It is planned to attract all pedagogical institutes and institutes for advanced training of teachers into the process. Besides, we are going to renew state standards and curriculums in all circle disciplines. As regards of the methodological procurement, they are going to establish production of national didactic collections, posters, models, training videos, slide-shows, audio and video materials.”

“Circles of our center help talented children to develop their creativity in literary and graphic arts. We have many children who compose verses and prose, take interest in national dance and drama art. In compliance with the currently developing program for out-of-school education development is expected to experience big changes: they plan to establish the creativity center Barkamol Avlod on its base and expand the circles roster. We think this will attract more talents.”
