Concerning the rail transit through Uzbekistan to Tajikistan

Uzbek Railways has previously informed the corresponding railway administrations of the CIS countries as well as the Central Council of Railways about the difficulties with the transportation and repair work on the section Termez-Amuzang which are creating problems in the passage of trains bound for Tajikistan through the Interstate crossing point Amuzang.

In spite of the above, and as a result of the necessary measures taken by us to resolve this situation, as of today Uzbek Railways has delivered to Tajikistan more than 740 freight cars , among which 263 cars with oil-lubricate materials, 245 cars with foodstuffs, and 193 with construction and other materials.

Currently, there are around 2000 carriages with freight bound for Tajikistan, among them 1650 circulating in a pre-established order, through the Interstate crossing at Kudukli and Bekabad, among them 284 cars destined for the Sogd District and 1163 cars for the Dushanbe district of "Tajik Railways".

To date, according to the written correspondance from the freight consignors concerning the modification of the itinerary for 216 cars, it was agreed that only 160 could transit throught the Interstate Kudukli crossing. Until now, agreements have not been received from the management, A.Khutumatullo, of the "Rohi Ohani Tojikiston" concerning the remaining cars.

Because of this, reception by Tadjik Railways of more than 50 cars for transfer with oil-lubricating materials has been blocked. Such behavior, such action, on the part of the Tadjik side is contrary to the norms of the Agreement on International Cargo Transportation to which A.Khukumatullo, Head of "Rohi Ohani Toijikiston, referred repeatedly during his telegraphic messages.

There have also been delays at the Kudukli Interstate Intersection of trains bound for Tajikistan because of the delay in the arrival of Tadjik locomotives for the removal of these trains.

The above facts concerning the actions of the Tadjik Railways Management prevent the movement of these cars and complicate further the situation of the Uzbek rail network.
We draw your attention to the fact that the volume of freight transsported to the Republic of Tajikistan in May 2010 grew by 2,7%, compared to the same period in 2009, that is, 220 tons are being transported every day to Tajikistan.

In conclusion, we can say that the Uzbek Railways, in spite of these difficulties, took and continues to take all the necessary measures to guarantee the steady rise in the transit of freight.
