LAWMAKERS PONDER NEW BILL ON SECURITIES MARKET

The session on preparation of the new bill “On the securities markets” for the second reading was held at the Budget and economic reforms committee at the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan, the local newspapers reported.

The chairman of the Committee A.Akhadov is reported to have presided over the session, where the deputies of the Legislative Chamber of Oliy Majlis, representatives of the ministries, agencies and organizations participated, according to reports.

The lawmakers have said that the new law has been aimed to regulate the relations emerging during the emission, allocation, circulation, writing off and annulling the securities.

The adoption of the law will define the procedure of regulating and overseeing the securities market with an aim to ensure its open and effective operation, to protect the rights of investors and the owners of securities.

Also, the participants of the session offered a number of views and proposals on further improving the said draft of law.


ECONOMICS

PROGRAMME OF MEASURES ON RENEWAL OF PUBLIC TRANSPORTATION IN ACTION

For the purpose of ensuring road safety, and creating additional conveniences for the population in Uzbekistan, the Government pays close attention to the improvement of the passenger transport system.

The Presidential Decree dated January 11, 2006 "On further improvement of the system of passenger transportation organization in Tashkent city" and other resolutions are the guides for action in this direction.

These documents serve as important action plans for maintaining good living conditions, health and security of citizens strengthening measures on prevention of traffic accidents. As mentioned in the decree, the activity on commercial transportation of passengers around the city and the suburbs, as well as between the cities and between the countries is allowed only to legal entities.

A programme of measures on the renewal of the park of transport, reduction of the costs and gradual increase of the efficiency of passenger transportation has been developed. It envisages gradual transition to the principle of work without financial loss. Measures are being taken to improve the safety of traffic, raise the quality and culture of transport service.

According to the department for licensing and coordination of the movement of all types of passenger transport in Tashkent city, currently 321 passenger routes exist in the capital. Of them, 131 are bus routes, 190 – fixed-run taxis. Toshavtobustrans services 161 routes, the rest are operated on private vehicles operated by different organizations, UzA reported.

"We provide service to citizens and guests of the capital. For this purpose we have appropriated over 1,200 buses and micro-buses," the Director of the Toshavtobustrans Tulkin Dadaboev said. "All these vehicles conduct over 15,000 trips and convey to the destinations over 1.5 million passengers."

An important point to mention: road safety depends largely on the health condition of the driver and the condition of the vehicle. For this reason, transport companies practice medical checkups of drivers and technical checks of the vehicles.

The company also pays attention to the procurement of new buses. Over the years of independence, 576 Mercedes Benz buses, and 190 UzOtoyol buses have been procured. In June, 107 more Isuzu mini-buses were procured.

Isuzu buses produced with due regard to local climate conditions have already become very popular for their technical qualities, efficiency, and convenience both for the passengers and the driver.

The head of the department at Toshavtobustrans Habibulla Ismatillaev, within days the company plans to procure another 200 Isuzu buses, produced by Samarkand Automobile Plant. Of them 100 will be used for routes within Tashkent city. These buses will replace the old models that do not technically comply with modern requirements.

Work being carried out in this direction for the purpose of creating additional conveniences for the population and the guests of the city, along with supporting the living conditions, health and safety of passengers, serves the improvement in the quality and culture public transportation services.

ENHANCING PRODUCTION EFFICIENCY THROUGH KAIZEN, 5S, JUST-IN-TIME

Uzbek-Japanese Human Resource Development Centre will hold one-day training on "Japanese production enhancement systems – KAIZEN, 5S, Just-in-Time" on August 11 at the International Business Centre in Tashkent.

The lecture will be delivered by an expert in the integration of these systems, Professor Seiichi Fujita of the University of Waseda in Japan. He will speak about the Japanese systems intended to enhance production at enterprises, such as KAIZEN, 5S and Just-in-Time. Their efficiency has been proven by numerous companies around the world. Professor Fujita will provide several examples of companies that have successfully integrated these systems and will tell about the benefits they bring to business.

Uzbek-Japanese Centre invites middle and senior management of companies and organizations, as well as entrepreneurs engaged in the sphere of services to participated in the seminar. The seminar will also be open for all those interested in improvement of labour efficiency.

SOCIAL PARTNERSHIP BETWEEN LOCAL GOVERNMENT AND NGOS TO BE DISCUSSED

On August 9 Tashkent city branch of the Institute for the Study of Civil Society will hold a roundtable discussion on the "legal basis for the development of social partnership between local government agencies and nongovernmental nonprofit organizations; public control by the institutes of civil society".

The members of the Legislative Chamber, members of the Senate of Oliy Majlis (parliament) of Uzbekistan, the representatives of the city khokimiat (administration), justice department, political parties, as well as nongovernmental nonprofit organizations of Tashkent city, Kamolot Public Youth Movement, trade unions and citizens' self-government bodies will participate in the meeting.

They will share opinions about the importance of creating the legal framework for the establishment of social partnership between the institutes of civil society in the organization of public control over the activity of local government agencies.

The organizers plan to conduct business games, group activities to test the forms and methods of public control over the activity of government agencies in the socio-economic sphere.

SEMINAR ON CARDIOLOGY AND CARDIAC SURGERY HELD IN NAMANGAN

A seminar school on "cardiology and cardiac surgery" has been held in Namangan. Uzbek specialists in the field, as well as a group of professors and doctors from the Novosibirsk Regional Clinical Cardiology Dispensary participated in the event, UzA reported.

The medical specialists of the two countries discussed the issues concerning their field of work, delivered reports, and conducted scientific-practical sessions.

Russian cardio surgeons directed by Professor I. Bravve and Professor I. Balabanov, as well as Uzbek specialists – Doctors of Medical Sciences M. Vakkasov, B. Rahimov, A. Hikmatov, and F. Bahritdinov stood together around one operating table in the cardiac surgery department of the regional hospital and a branch of the Republican Scientific Centre of Emergency Medical Aid. Together they conducted over 10 complex surgeries on inborn and acquired diseases, ischaemic heart disease, aortic valve replacement.

"This seminar is the result of the healthcare reforms being implemented in Uzbekistan and is another step in cooperation of Uzbek doctors and the leading medical institutions of the Russian Federation," said the Director of the Namangan Branch of the Republican Scientific Centre of Emergency Medical Aid Barkamol Ishakov.

TRAINING ON EFFECTIVE USE OF ENVIRONMENTAL INFORMATION SYSTEM FOR UZBEKISTAN

Training for specialists on effective use of the Environmental Information System for Uzbekistan (EIS-UZ) was organized recently at the Tashkent Institute of Irrigation and Melioration EcoGIS Centre.

The system is capable of processing and analyzing the data of environmental monitoring, revealing the tendencies appeared in the environment through certain periods of time and determining the main environmental problems.

The EIS-UZ includes the Environmental Information Database (EIDB), its website, and the Geographic Information Systems (GIS). The system was developed by the joint project of the government of the Republic of Uzbekistan and the UN Development Programme (UNDP) "Enhancement of the environmental indicators database with GIS application to monitor the state of the environment in Uzbekistan".

Representatives of ministries and state agencies dealing with the issues of monitoring and assessment of the state of environment and management of the natural resources took part in the training, a press release of the UNDP said.

The main aim of the training was to instruct the specialist-users to effectively manage the EIS integrated into the GIS since by the end of this year the Project will pass the system to the State Nature Protection Committee. In its turn the committee together with other state agencies will be responsible for the maintenance of the system including updating the environmental data and base map data, to manage and create new supplementary software and scenarios to interpret the data as well as to put these data analysis results onto maps.

The theoretical part of the training programme consisted of such main chapters as "Technical description of the system", "Functions and capabilities of the system", "What is GIS and does it work?", "Using the EIDB-ArcGIS interface", and "Using the Metadatabase".

Each theoretical lecture was supplemented by practical work, where more than 30 training participants studied how to manage data bases and use the modern geo-information technologies.

As a result, the training participants have studied the structure and components of the EIS-UZ, EIDB and with its functionality; they have learned how to work with the EIDB implementing various result formats of a search. They also have studied the principles of GIS and learned to create modern chronological maps on the state of the environment using the environmental indicators data.

At the end of the training programme the participants have received special certificates.
