POLICY
PRESIDENT RECEIVES SCO MEETING PARTICIPANTS
President of Uzbekistan Islam Karimov received General Secretary of the Shanghai Cooperation Organization, the director of the Regional Anti-Terrorist Structure executive council and the participants of the SCO National Coordinators Council session on September 11.
During eight years of functioning, the SCO has become an influential international organization, playing an important role in forming the regional and global security architecture, Islam Karimov said at the meeting, National News Agency UzA reported.
Over this period, a significant work on expansion and strengthening cooperation in political, economic, social and humanitarian spheres was carried out, and steps to implement the most urgent goals and tasks the organization is facing have been made, he added.
The President stressed that during Uzbekistan’s chairmanship in the SCO, one of the structure’s priority activities will be developing measures to improve its acting mechanisms in accordance with the goals, tasks and principles of the SCO Charter.
At the meeting, priority directions and concrete plans of SCO activities for 2009-2010 were considered.
SCO General Secretary Bolat Nurgaliyev highly evaluated the proposals to increase the efficiency of the organization’s activity.
The participants also noted that the session of the SCO National Coordinators Council held in Tashkent on 10-11 September was successful and that they had an open and constructive exchange of opinions on the SCO development.
ECONOMY
NUMBER OF INDUSTRIAL ENTERPRISES INCREASING IN SAMARKAND
30 new industrial enterprises were launched in Samarkand region since the beginning of 2009 and 21 enterprises increased their production capacities.
This has been made possible thanks to the anti-crisis program that is being implemented in all regions of Uzbekistan.
Most of the new enterprises specialize on production of construction materials, doors, windows and other items, according to the UzA.
For instance, in Bulungur district five such enterprises were created, in Pakhtachi and Nurabad three in each and in Pastdargom two enterprises.
Pana joint venture in Pastdargom has a capacity to produce 14 million bricks per year and will employ about 70 people.
The plant with a total project cost of UZS 539 million received USD 300,000 of Chinese investments and uses the latest technologies.
Afrosiyob Gips in Narpay district, launched in the first quarter of this year, will produce 100,000 tons of gypsum every year. It plans not only satisfying local demand in gypsum, but also exporting production.
First vice governor of Bulungur district Fahriddin Gadoyev says the number of enterprises in the region will increase by the year-end.
INNOVATIONS COME TO SME SECTOR
Organization and expansion of the high quality production is one of the important parts of the anti-crisis program that isbeing implemented in Uzbekistan.
Among its priorities is introduction of innovative technologies, which is meant to open new perspectives for the intensive development of the economy in the future.
Based on 50 projects for small business, selected at the last innovative ideas fair, an innovative program of 19 projects was formed for introduction of new technologies in small enterprises.
These projects are designed for sectors like industry, agriculture, construction and other real sectors.
Their main requirements are using local raw materials, ensuring power and resource saving, and creation of new workplaces.
The projects are going to be implemented not only by academic institutes, universities and constructors’ bureaus, but also by private entrepreneurs.
A good stimulus for the new projects is the mechanism of financing, which envisages using both government funds and finances of private organizations interested in new technologies.
MODERN RURAL HOUSING PRESENTED AT TASHKENT EXHIBITION
The specialized exhibition of individual rural housing and construction materials, organized on the initiative of the President Islam Karimov, is continuing at the Uzexpocenter in Tashkent.
The forum demonstrates projects of individual housing developed in compliance with modern requirements of architecture and design, as well as credit opportunities for purchasing the new houses.
On the fourth day of the event, the exposition was open for the representatives of Samarkand ans Syrdarya regions, as well as students of Tashkent’s universities and professional colleges.
They got acquainted with the new settlements to be built in these two regions, including Bayaut, Syrdarya and Sardoba districts of Syrdarya.
For example, in Dehqonobod, Bayaut district, 100 three- to six-room houses will be built, as well as local market, a stadium, and trade and service points.
In addition, 12-km water pipeline, 10.2 km of electrical networks, 9.2 km of gas mains and 8.1 km of sewage systems will be laid.
“It has to be said that the houses will be provided with conditions for growing cattle and poultry,” Joraboy Quldashev from Behqonobod said. “This is important because most of our residents have cattle and poultry.”
NEW BRICK PLANTS LAUNCHED IN KASHKADARYA
Four plants producing burnt bricks started functioning in Guzar district of Kashkadarya region. Each enterprise has a capacity of up to 100,000 bricks per day.
The plants were opened in compliance with the resolution of the President on additional measures to stimulate production of wall materials, signed on 19 June 2009.
The production of the new plants will help satisfy the increasing demand for bricks and will be used for construction of the housing and social objects, including schools, colleges and sports objects.

PROTECTION OF CHILDREN’S RIGHTS CONSIDERED
The Legislative Chamber of Oliy Majlis of Uzbekistan hosted a seminar on the legal bases of protection of children’s rights and preventing crimes among children.
The forum was organized on the initiative of the parliamentary Committee for democratic institutes, NGOs and citizens’ self-government bodies jointly with UNICEF office in Uzbekistan.
The participants noted that ensuring the rights and interests of the children and youth, protection of their health and creating conditions for their physical, intellectual and moral growth were among the priority directions of the state policy.
Numerous state programs have been implemented in Uzbekistan aimed at ensuring the children’s rights, freedoms and interests. A number of laws have been passed which are also aimed at this.
YOUTH FORUM HELD IN KHOREZM
Khorezm regional department of the Kamolot youth movement held a youth forum in Khanka district called “The youth is the decisive force of today and tomorrow”.
More than 100 young people participated in the event, which considered creating conditions for the youth for realization of their potential in various spheres.
The participants said it was important to prevent the youth from negative influences and stimulate them for new achievements in science, art, culture, sports and other areas.
A number of cultural events and sports competitions were held during the youth forum.
INFORMATIZATION OF SOCIETY IS IMPERATIVE OF OUR TIME
From 22 to 25 of September a Week of information and communication technologies «InfoCom-2009», which has already become traditional in the beginning of each fall, will take place. It includes a number of activities aimed at improving the work processes in the industry and is of interest for both specialists and for the many ICT users.
As the correspondent of UzA learned from the Uzbek Agency of Communication and Information, the organizers of the ICT Week are Committee on Information and Communication Technologies of Legislative Chamber of Oliy Majlis of Uzbekistan, Coordination Council for Development of Computerization and Information and Communication Technologies, Uzbek Agency for Communication and Information, United Nations Development Program represented by the Project «ICT Policy» and the Association of ICT Enterprises and Organizations of Uzbekistan.
Under the leadership of President Islam Karimov’s large-scale reforms in the socio-economic sphere, including in information and communication technologies (ICTs) are being carried out in Uzbekistan. Questions of an information space have found their conceptual reflection in Presidential Decree dated May 30, 2002 «On the further development of computerization and introduction of information and communication technologies», developed and consistently translated into practice program of computerization and ICT for 2002-2010.
These documents clearly identified the development of computerization and information and communication technologies in the country in the near future, allowing progressively implementing serious steps in the formation of the national information space.
National Summit on the Information and Communication Technologies will open a traditional week. Its participants will discuss state and prospects of ICT development in Uzbekistan, problems and achievements in the implementation of information technology in governance, the development of e-education and access to infrastructure, as well as prospects for e-commerce in the country.
Annual ICT Summit has attracted much attention not only of domestic experts; it is of interest of international experts from countries near and far abroad.
The event is planned to discuss both general and policy issues, and more detailed problems in some areas. Consideration will be given to the topics, covering trends and major changes in regulatory policy, progress and challenges in implementing national programs of development of IT-technologies, use of ICT in various sectors, building of infrastructure. Particular attention will be paid to information security, further improvement of library / information centers, the system of ZiyoNET.
At the same time in the cities of Tashkent and Nukus will be held annual national exhibition of information technology «ICTExpo-2009». The idea of the exhibition in two locations at the same time is dictated by the desire to show the increased regional level of penetration of information technology. A video link will be organized that will allow visitors to see exhibits of both exhibitions.
The companies participating in the exhibition will demonstrate the latest developments in information technology; will present a wide range of services and solutions. Exhibition will be attended by representatives from Russia, Ukraine, China, Austria, Germany, Korea, Hungary and other countries along with domestic companies.
The exhibition program is broad and varied and includes a wide range of educational seminars, «round tables», as well as recreational activities.
An international conference «Problems of development of information and communication technology and training», to be held at the Tashkent University of Information Technologies will be within the ICT Week.
Equally important event would be a republican scientific-practical seminar «The advanced methods and tools for building information and library resources». It will take as the republican phase of the contest «The best specialist (librarian), of the information and library and information resource centers».
