10TH PLENARY SESSION OF THE SENATE OF OLIY MAJLIS OF UZBEKISTAN

On June 29, 2007 Senate of Oliy Majlis (parliament) held its 10th plenary session. Uzbekistan upper house adopted of the laws of Uzbekistan "On introduction of amendments and additions to certain legislative acts of the Republic of Uzbekistan due to the abolition of the death penalty" and "On introduction of changes and additions to certain legislative acts of the Republic of Uzbekistan due to the transfer of the right to issue arrest sanctions to courts".

The abovementioned laws, prepared in accordance with the Presidential decrees dated on August 1st, 2005 "On abolition of the death penalty in the Republic of Uzbekistan" and on August 8, 2005 "On transfer of the right to issue arrest sanctions to courts, are an important step in gradual liberalization of the criminal, criminal-procedural legislations as well as the socio-political life of the country overall.

The adopted laws would once again confirm Uzbekistan's commitment to the principles of humanism, and strict compliance with the constitutional rights and liberties of its citizens.

It was noted that the adoption of these laws was an important and weighty evidence of the practical implementation of important tasks aimed at further liberalization and reformation of the judicial-legal system of Uzbekistan.

Senators also discussed the issues concerning the report of the Chairman of the Board of the Central Bank of Uzbekistan on the activity of the Central Bank in 2006, and the report of the Accounts Chamber of Uzbekistan for 2006.

UZBEK MPS, OFFICIALS CONSIDER IT INTRODUCTION IN PUBLIC ADMINISTRATION

Members of Parliament (MPs) and officials of Uzbekistan discussed issues on introduction of modern information technologies to public administration at UNDP-backed conference in Tashkent on 29 June.

UNDP's "Enhancing Legislative and Institutional Capacities of the Parliament" project partnered with Committee of information and communication technologies of Legislative Chamber of Oliy Majlis of Uzbekistan to organize conference "Problems of introduction of modern information technologies to public administration".

"Enhancing Legislative and Institutional Capacities of the Parliament" project is directed to enhance capacity of the Legislative Chamber for effective law drafting, increased transparency and accessibility of the law drafts to public, and wider participation of academia, experts, general public, civil society, relevant governmental structures in legislative processes.

Participants of the event considered issues on introduction modern information technologies to public administration, legal basis to informatization of public administration, problems and perspectives, world experience and others.

TASHKENT HOSTS UZBEK-INDONESIAN BUSINESS FORUM

Delegation led by the General Director for Pacific region at the Ministry of Foreign Affairs of Indonesia Primo Alui Joelianto is on visit to Uzbekistan.

Business-forum in participation of representatives of Uzbek-Indonesian business circles was held in International business center in Tashkent. The meeting considered the issues of expansion trade and economic cooperation between the countries.

The participants of the meeting pointed out the creation of new possibilities for development of trade and economic cooperation between two countries, particularly, in the sphere of light industry, transportation, finance, energy sector, medical and pharmaceutical production.

Deputy Chairman of Chamber of Commerce and Industy of Uzbekistan N. Kasimov and Primo Alui Joelianto emphasized, that the cooperation between two countries in the spheres of trade is consequently developing.

Indonesian entrepreneurs familiarized with economic potential of Uzbekistan, and pointed out, the favorable conditions for foreign investors created in the country. The sides exchanged views concerning the further expansion of cooperation, joint development and implementation of several new projects.

Currently Uzbekistan exports component cotton fiber, metals, fruits and vegetables, and other product to Indonesia. In turn Indonesia exports medicine, transportation equipment, wood and products from wood.

Indonesian delegation also familiarized with the process of privatization in the country, development of small and private entrepreneurship.

Indonesian delegation visited State Museum of Temurid’s. The exhibits narrating about life of Amir Temur and its descendants cause general interest.

“Uzbekistan is famous in the world for its ancient and rich history, great thinkers such as Imam al-Bukhariy, Imam at-Termiziy, Burkhaniddin Marghinoniy, Makhmud az-Zamakhshariy,” said General Director for Pacific region at Ministry of Foreign Affairs of Indonesia Primo Alui Joelianto.

The profound work now accomplished in Uzbekistan to revive, restore and preserve the ancient monuments is worth recognition. The announcement by the Islamic Scientific, Educational and Cultural Organization (ISESCO) of Tashkent as the world capital of Islamic culture in 2007 is yet another international confirmation of the ongoing effective works in Uzbekistan to study and develop the spiritual and cultural heritage.

UZBEKISTAN AIRWAYS SIGNS CONTRACT FOR SIX A320-200S

Uzbekistan Airways, Uzbekistan`s national carrier, has signed a firm order for six Airbus A320 aircraft, further enlarging its Airbus fleet. The announcement was made at a signing ceremony in Tashkent.

The decision of the airline for Airbus follows a thorough evaluation process. The new A320s will replace older aircraft in the framework of Uzbekistan Airways` fleet modernisation programme, reducing fuel consumption and operating costs. The engines have yet to be chosen.

Uzbekistan Airways will place the aircraft on domestic as well as on international routes, including destinations such as Delhi, Amristar and Lahore, as part of a dynamic route expansion plan. The carrier currently operates scheduled flights to more than 40 cities around the world in the US, Europe, Middle East and Central Asia. Uzbekistan Airways plans to continuously increase the number of destinations in the coming years.

Uzbekistan Airways National Air Company (NAC) was founded on January 28, 1992, starting out on international routes to London, Delhi, Karachi, Kuala-Lumpur, Tel-Aviv and Beijing, and very quickly growing to connect more than 40 airports worldwide. In recognition of its performance, the airline has already received the International Fund for Aviation Safety Diploma and a Certificate from Airports International Association and "Euromarket-2000".

KYZYLKUMCEMENT RESPONDS TO GROWING CONSUMER DEMAND

Navoi based Kyzylkumcement produces over 3 million tonnes of hydraulic cement (grade 400) and about 2.5 million tonnes of clinker.

In the recent years, as a result of major reconstruction and production modernization, the production of cement has doubled and export volumes have grown 11 times, UzA reported.

"To meet the growing consumer demand in the local and foreign markets, we are now setting up the third technological line," said the head of the enterprise Rajabali Jumaniyazov.

Since the beginning of the year, the enterprise has produced about 2 million tonnes of cement, which exceeds the previous year's results six times.

To increase the number of jobs and further raise the company's potential, special attention is paid to production diversification. In particular, this year the enterprise has produced 100 tonnes of crushed stone, about 50,000 slag stones, 2,500 cubic meters of concrete, 10,000 paving bricks, and 2 million polypropylene bags.

BAHT TEXTILE TO EXPORT COTTON YARN WORTH US$300,000 THIS YEAR

Navoi based Baht Textile Uzbek-Russian-Liechtenstein JV uses advanced imported technology to produce high quality yarn from local resources.

Foreign investors contributed about US$1.8 million to set up the production. The enterprise now employs 300 people.

This year it has processed over 7,000 tonnes of cotton fibre. Most of its output is exported to Russia and other countries of the CIS, Narodnoye Slovo wrote.

"We are now putting our best efforts to raise the financial potential of our enterprise, to improve the living conditions of the population, to create new jobs and diversify our products," Director-General of the JV Kobiljon Tursunov said.

"Thus, this year we plan to export goods worth some US$300,000. Another fifty jobs will be created. After full launch of the new lines of the enterprise we will have the capacity to process 15,000 tonnes of cotton fibre."

INTERNATIONAL MUSIC FESTIVAL SHARQ TARONALARI TO BE HELD IN SAMARKAND

This year Registan square of Samarkand will witness the Sixth International festival Sharq taronalari with unique melodies of the East.

At present, the preparation works for the upcoming festival are being done in the city.

According to chief director of the festival grand celebrations Bahodir Yuldashev, “this unique international holiday of art serves to preserving, wide propagation and development of unique samples of national music art of the Oriental peoples”.

There is a feeling as if melodies of classical music sound from the ancient square of Registan itself and the heights of the sky-blue cupolas of glorious monuments around.

And, as if these melodies, while opening up the mysterious pages of history before any person, visiting this revered venue, lead to kindness, peace, and tranquility.

Last year the so-called music forum received more than 1200 participants and among them the representatives of more than 70 countries.

This year’s festival will be held under the aegis of 2750 years jubilee of ancient Samarkand. Besides, the “Sharq Taronalari” is celebrating its ten years anniversary and its managers are eager to do all their best to make Samarkand a unique place, where the music from different parts of the world would meet, the report concluded.

Over the span of its glorious history of 2750 years this great city, while embodying the rare samples of the ancient civilization, unique nature and perpetual spirit of the East, its art of architecture and abundant culture, has been drawing attention of the people of globe.

The festival has been held since 1997. Its main idea is to bring various nations closer through music.

This year’s participants are expected to represent more than 54 countries.

The best national song performance contest will be held in the festival’s framework, in which each participant will perform his people’s national song.

CHAGAEV AND IBRAGIMOV WILL FIGHT FOR CROWN OF UNIFIED HEAVYWEIGHT CHAMPION

This October, after almost eight years of splintered titles and heated debates, boxing will witness the crowning of a unified Heavyweight Champion of the World, as Ruslan Chagev will put his WBA crown on the line against Sultan Ibragimov’s WBO belt in a bout pitting Champion against Champion in a quest for heavyweight supremacy.

This bout, scheduled for October 13th, will take place at a location to be announced, in Moscow, Russia. This historic event is the first heavyweight unification bout held outside the United States, but it is the first heavyweight unification bout since 1999, when Lennox Lewis and Evander Holyfield engaged in two bouts with each fighter’s titles up for grabs. Since then, the titles have broken off and fight fans no longer can point to one fighter and say ‘that’s the champion.’

Chagaev - Ibragimov, a 12 round heavyweight title unification bout will be promoted by Seminole Warriors Boxing, Golden Grain Promotions and Sampson Lewkowicz, in association with Universum Box Promotions. Broadcast plans for the bout will be announced once they are secured.

“Both Sultan and Ruslan are true fighters and this may have been the easiest fight I’ve ever put together,” said Leon Margules, Executive Director of Seminole Warriors Boxing. “They don’t want to worry about easy fights or mandatories; they want to unify this belt and put heavyweight boxing on the map. There is no doubt in my mind that the winner of this fight has earned the right to be called “THE” heavyweight champion of the world.”

Nicknamed “White Tyson” for his tenacious style and his concussive punching power, 28-year old Ruslan Chagaev (23-0, 17 KOs) showed another impressive aspect to his fight game in April when he strategically and technically picked apart seven-foot giant Nikolay Valuev en route to a 12 round decision win and the WBA heavyweight championship. It was the biggest win to date for the former two-time world amateur champion from Andizhan, Uzbekistan, whose road to becoming only the fourth southpaw heavyweight champion in history included wins over Vladimir Virchis, Michael Sprott, and former world titlist John Ruiz

A 2000 Olympic Silver medalist for Russia, Sultan Ibragimov (21-0-1, 17 KOs) struck heavyweight Gold in June when he decisively decisioned Shannon Briggs over 12 rounds to win the WBO heavyweight championship. For the fifth southpaw to win the heavyweight crown, it was the culmination of a journey that began in Dagestan and which led him to wins over Al Cole, Lance Whitaker, and Javier Mora. Now, the 32-year old – who can either box or bang between the ropes - will return home to face his greatest challenge yet.

TASHKENT IS HOLDING ASIAN CHESS CHAMPIONSHIP AMONG YOUTH
