Islam Karimov holds talks with Hu Jintao

President of Uzbekistan Islam Karimov arrived on a state visit to Beijing on 19 April on the invitation of the Chairman of the People’s Republic of China Hu Jintao.

After the official welcoming ceremony of the President of Uzbekistan at the People’s Representatives Meeting House in the center of Beijing, Islam Karimov and Hu Jintao held negotiations.

During the talk, a detailed exchange of opinions on the current state and perspectives of the Uzbek-Chinese relations and other issues of regional and international character, which are of mutual interest, took place.

It was underlined that Uzbekistan considered China as a state with rich history and culture, and a huge potential, as well as a reliable partner and neighbor. The belief was expressed that the present talks had a great importance for raising the bilateral relations to a higher level.

It was especially emphasized that the head of Uzbekistan was a close friend of China, having made a huge contribution to the development of bilateral cooperation, which is highly valued. The meeting was a good opportunity to exchange views on the important topics of mutual interest.

The leaders of Uzbekistan and China discussed issues of political, trade, economic, investment, cultural and humanitarian cooperation, as well as regional security and stability.

After the talks, Islam Karimov and Hu Jintao signed a Joint Declaration between the Republic of Uzbekistan and the People’s Republic of China.
The two states also signed documents on mutual stimulation and protection of investments, on technical and economic cooperation, on developing deposits and others.

Uzbekistan simplifies order of connection equipment of businesses to power networks

The Government of Uzbekistan adopted decision on introduction of simplified order of connection to power networks of equipment of businesses with the capacity up to 50 kilovolt inclusive from 1 May 2011.

Cabinet of Ministers of Uzbekistan ordered the State Inspection over Supervision of Power and Uzbekenergo state joint stock company, as well as other interested ministries and departments were entrusted to develop and approve corresponding regulation.

The resolution said that the applications for connection of equipment to power networks should be received at the inspections for registration of businesses under the local administrations or at designing organizations.

At the same time, the enterprises, responsible for connection of businesses to power networks, should provide technical conditions for connection within three days. The State Inspection over Supervision of Power should also review equipment of businesses within three days.

Cabinet of Ministers also cut list of documents, required to submit for connection to power networks, from 79 to 13 documents, which is down six times.

About 7.55m people use Internet in Uzbekistan

Estimated number of Internet users in Uzbekistan reached to 7.55 million people, director-general of the Uzbek Agency of Communication and Information (UzACI) Hakim Muhitdinov said at the session of the agency dedicated to the first quarter of 2011.

The UzACI head said that number of internet users made up 265.3 users per 1,000 habitants. He added that number of enterprises rendering data transfer service, including Internet, reached 903 and collective internet access points (Internet cafes) – 968.

Total speed of access to international information network reached 2820 Mbps, Hakim Muhitdinov added.

He said that ICT sector rendered services for 516 billion soums in the first quarter of 2011, including 310 billion soums to population. The growth rate made up 18.7% year-on-year.

Hakim Muhitdinov said that the investments and loans for US$64.12 million (110.1 billion soums) were utilized within investment programme for 2011. Over 7.2 billion soums were also used due to own resources of the enterprises.

The UzACI chief said that the level of digitalization of Uzbekistan made up 93.7%. He said that 10,914 educational establishments were connected to ZiyoNet network. He said that all information-library centers, 9403 schools, 131 lyceums, 1,204 colleges, 14 branches of Kamolot, 23 museums, 89 higher educational establishments and 35 scientific-research institutes were connected to ZiyoNet.

The work on modernization of postal communication, introduction of new services, rendered at postal points with use of ICT, is continuing. In the reporting period, the revenues from electronic mail service, hybrid postal services, internet services, electronic money transfers and other services reached 259.3 million soums.

Revenue from courier services, rendered to economic courts, tax bodies, banks and other enterprise, made up 574.3 million soums.

In the first quarter of 2011, fund of information-library centers grew by 2,000 samples of literature and their total number reached 4.936 million copies. Currently, electronic catalogues of information-library centers has about 497,000 bibliographic records. (Source: UzDaily.com)

A More Effective System of Medical Aid

Successful implementation of target programs of the Ministry of Healthcare and the sponsorship of enterprises contribute to the intensive development of healthcare facilities in Qashqadaryo region. UT reporters got acquainted with the healthcare reform in one of the most southern regions of the country.

Programs

- What project are you currently working on? – this was the first question of the interview with Umida Gaziyeva, the first deputy chief of Qashqadaryo regional healthcare administration.

- There are a lot of projects, but these days we focus on the ‘Week of Health’ action. Perhaps none of the regional medical institutions is out of this event. According to the approved schedule they travel to the rural medical stations, conduct medical examinations and counseling for women of reproductive age and children. It is not a simple work because there are 260 rural medical stations in our region, many of which are located in remote mountainous and steppe areas.

- Umida Abdurasulovna how productive is the introduction of advanced diagnostic and treatment methods to regional institutions?

- We have an efficient system of care in the region. Our physicians treat all the most common and characteristic for the region diseases. In severe and rare cases we ask for help the experts from the republican healthcare institutions. The introduction of new diagnostic and treatment methods to our institutions mainly goes as a part of in the framework of the republican target programs to equip the healthcare institutions with modern medical machinery. The regional branches of national medical institutions also contribute to the improvement of care. The branches of the centers for emergency medical care, cardiology, obstetrics and gynecology as well as screening of mother and child work in Qarshi. Our experts have intensified their research in recent years. It also contributes to the introduction of advanced diagnostic and treatment methods to the practice of our physicians. Regional Cancer Center is among those who effectively work in this field.

- Could you please provide specific examples of the methods you implemented recently and plan to introduce in the near future?

- There are a lot of such examples. The ‘Strengthening of the health of women and children’ project allowed us to introduce modern technology of postnatal care for newborns. Joint stay of mother and child, breastfeeding made it possible to significantly reduce the babies’ sicknesses rates. Last year the regional branch of the emergency medical care received a CT scanner with the angiography function. Soon the professionals will master the technique of angiographic studies at this scanner. As a part of the state program for the equipping of medical institutions till 2014, our regional diversified centers will get two MRT scanners. This method of diagnosis will be used in the region for the first time. We plan to purchase the equipment necessary for the soft lens prosthesis for regional ophthalmic hospital at the expense of the regional budget.

One of the most advanced

Today the maternity complex of the medical association of G’uzar district is considered one of the best maternity hospitals of the country.

As a part of the ‘Strengthening the health of women and children’ project initiated by the Asian Development Bank, the district maternity hospitals were prepared for the delivery of new medical equipment. Shurtan Gas Chemical Plant also joined the work and not only built a new facility for maternity complex, but also purchased additional equipment that allows doctors to provide medical care in difficult cases.

“Today we have a whole set of equipment that has every rural maternity hospital of the republic,” says Abdurashid Hodjimuratov, the head physician of the regional medical association. “However, we also have additional equipment purchased by the sponsor. For example, in a ward next to the operating room there is a mobile X-ray and photofluorography scanner. Only republican maternity centers that specialize in difficult cases have this kind of machinery. This unit allows the radiological examinations during a childbirth required for a decision on further course of delivery. At the same time the patient does not move during all diagnostic procedures. This equipment helped reduce the number of assignments of our patients to regional and republican institutions.

Center in Ghuzor District

Recently Ghuzor district completed the construction of a new garage and the dispatching building of the emergency medical care service. Soon there will be not only the ambulance station...

“We have acquired a new building as a part of the resolution of the Cabinet of Ministers on strengthening of the material and technical base of the ambulance service,” says Murodullo Juraev, the head of the department of the district medical association. “The new station is excellently located, i.e. it is possible to reach any point in our district very fast. All necessary work conditions were created here. There are comfortable rooms for doctors and drivers, in which they will expect a call, dining room with a round-the-clock catering. The garage is equipped with the modern machinery. It ensures the machines always be in good repair.”

“Along with the doctors of our district service of emergency medical care the management of the district healthcare administration and the Ministry of Healthcare of the republic have highly appreciated the condition created here,” said Abdurashid Hojimuratov, the chief doctor of the regional medical association. “As a result, it was decided to create the regional branch of the aero-medical service, which will serve not only our district but also neighboring ones, such as Qamashi and Dehqonobod. Previously, our specialists had to travel there from Qarshi and the journey took more than an hour. Today, the ambulance can reach even the most distant point in just 20-30 minutes. This time savings is extremely important. After all, our service is involved in transportation of critically ill patients from district to regional institutions and the delivery of doctors there, where highly skilled care has to be provided on-site.”

Endo-visual Surgery in Rural Areas

Last year as a part of the project for the equipping of the district offices of the regional branches of the Republican Scientific Center for Emergency Medical Care, each district established two rural centers of endovisual surgery. There are such centers in Kasbi and Koson districts of Qashqadaryo region.

It should be noted that Koson district began to master these technologies in 2006. The first laparoscopic unit for emergency department was purchased by a sponsor – Pakhtasanoat company.
“Laparoscopic surgeries in our department are held almost every day,” says Abduvohit Qahharov, the head of the department of emergency medical care of Koson district. “Today we use laparoscopy not only for diagnostic purposes but also for surgical treatment. With this equipment we perform surgeries on the bile ducts, bladder and appendix through small punctures of soft tissues. Besides, we constantly increase the number of performed surgeries.”

To the centenary

The oldest hospital in the region, the regional diversified medical center, will celebrate its centenary in 2014 in an updated form. Today it implements a set of measures in the framework of the program for the construction, major repair, renovation, equipping and re-equipping of healthcare facilities in 2010-2014.

Last year the hospital completed the construction of a new medical building, which today hosts allergy and neurological departments. Just a few months ago it started the construction of another building that will house consultative clinics and diagnostic department. In order to improve the quality of medical care, the hospital will repair existing buildings and equip them with modern high-tech medical machinery.
“We are constantly working on the development of new methods of diagnosis and treatment,” says Hamza Bazarov, the chief physician of the regional diversified medical center. “In recent years our center has developed laparoscopy. We do already conduct surgeries on closure of gastric and duodenal ulcers, as well as to remove the echinococcosis lesions. We have developed the vascular surgery: today we perform almost all kinds of surgeries of the vessels. In addition, I would like to note that all departments of our center work on the development of advanced methods of treatment.” (Source: UT News Agency)

Malaysian delegation visits Uzbekistan

A delegation of Malaysia led by Mayor of Kuala Lumpur Ahmad Fuad Ismail paid a visit to Uzbekistan.

During the visit, the Malaysian delegation held several negotiations with representatives of the government and Ministry of Foreign Affairs of Uzbekistan. The sides exchanged opinion on current state and perspectives of the Uzbek-Malaysian cooperation in trade-economic, investments and other spheres, as well as regional and international issues of mutual interest.

Ahmad Fuad Ismail said in interview to Jahon news agency that the delegation is satisfied with results of negotiations and expressed gratitude for high level of organization of the visit, which allowed the members of the delegation to familiarize with cultural and architecture of ancient Uzbek cities.

The head of the Malaysian delegation underlined that the countries has close relations and the sides are cooperating in many spheres.
Kuala Lumpur mayor said that he knew Uzbekistan only with books, but now he was able to familiarize with sights of Uzbekistan. He said that rich, unique and diverse historic and cultural heritage is one of attractive qualities of Uzbekistan. (Source: jahonnews.uz)

UAE delegation pays visit to Tashkent

A delegation of the United Arab Emirates (UAE) led by chairperson of the Appellation Court Yunes Yusuf Al Rida paid a visit to Uzbekistan.
The delegation participated at the second round of negotiations on draft agreement between Uzbekistan and the UAE on mutual legal assistance on criminal cases, extradition and transfer of convicted persons.

The UAE delegation was received by deputy prosecutor-general of Uzbekistan N.Yuldashev.

After the talks, the sides agreed the draft of international agreement and are planning to determine the venue and date of agreement signing through diplomatic channels. (Source: jahonnews.uz)
