POLICY
CREATION OF WORKPLACES AS MAJOR PRIORITY OF UZBEKISTAN'S SOCIAL POLICY
Council of the Senate [upper house] of Oliy Majlis [parliament] of Uzbekistan on 8 July held meeting to discuss implementation of the Program of new workplaces creation and maintaining employment of the population for 2010.
The program was developed within the realization of President's statement at the meeting of the Cabinet of Ministers of Uzbekistan devoted to results socioeconomic development of the country in 2009, priorities of economic program for 2010. The program was approved by the resolution of the Senate on 4 December 2009.
These priorities include continuing and deepening reforms, renovation and modernization of the country, unconditional implementation of antic-crisis measures for 2009-2010, ensuring high and stable economic growth rates and its efficiency, pursuing powerful social policy.
The meeting noted that certain measures were taken in real economic branches and the country's territories on implementation of the program. The program's forecast parameters were fulfilled in excess. Credit resources allocated by Employment Assistance Fund under the Ministry of Labor and Social Protection of the Population of Uzbekistan exceeded 2.14 billion soums.
It was underlined especially that 132,000 workplaces were created due to the organization of small enterprises and micro firms, 101,700 workplaces – due to progress of all forms of out-work, including workmanship and national crafts, 59,400 workplaces – due to progress of the farms specializing on poultry farming, animal industries, fish breeding, etc.
The Council meeting participants stated that 91,400 workplaces were created during the past five months of 2010 within the Anti-crisis program for 2009-2012. More than 42,000 workplaces were formed only due to implementation of the Program of development of housing construction and settlements accomplishment.
Credit resources allocated by banks for recovery, expansion and development of activity of business entities, creation of new enterprises have vital importance in the organization of workplaces.
The meeting was attended by the members of the Senate and the Government, heads of corresponding ministries, state committees and departments, Central Bank and commercial banks of Uzbekistan, deputies of local councils of people's deputies, representatives of NGOs and mass media. GLASSROBOTS SUPPLIES MACHINERY TO NEW AREA – UZBEKISTAN
Avtooyna joint-stock company is located in Ferghana city and is supplying car glazing for the assembling conveyors of GM Uzbekistan and for some other local customers.
After several years of production Avtooyna was requested to increase the capacity and the same time to become technically able to produce glazing for any commercial car model currently presented on the market.
As a result of negotiations and comparison with other competitors' products, Avtooyna has chosen Glassrobots as a supplier.
The equipment delivered was Glassrobots windscreen bending furnace TFA 3evolution 120/240/10-22F and autoclave AC 220/500. They were successfully taken into production in the spring 2010.
After several months of operation we have got an additional reaction from the customer that the bending furnace from Glassrobots was the correct choice.
The furnace is easy to operate and the same time is technically ready to meet even more complicated windshield shapes than they produce at the moment. Optics and shape accuracy are even better than they were expected to be.
Special thanks were transferred to Glassrobots from the furnace operators. They were impressed with a user friendly interface, an outstanding capability of the heating process control and with the fact that the furnace is equipped with an "internal nurse" – Condition Monitoring and Maintenance System (CMMS) that shows the operator when and what to do with the furnace to keep it in order. LG ELECTRONICS TO EXPAND REFRIGERATOR PRODUCTION IN UZBEKISTAN
In 2010-2011, South Korea's LG Electronics will spend $8.9 million to expand the production of refrigerators at the Sino Joint Stock Company (Samarkand), the producer of refrigeration and freezing equipment in Uzbekistan.
The Uzeltekhprom (Uzbek electrical engineering industry) and LG Electronics have signed a cooperation agreement to expand the production capacity of household appliances at Sino JSC, Trading Markets reported citing Uzeltekhprom association, which includes Uzbekistan's electrical companies.
Under the agreement, the Korean company will increase the production of refrigerators and freezers from 25,000 units in 2010 to 150,000 units per year by 2013, including for exports from 2,000 to 15,000. The localization of the production for this period will increase from 17% to 52%.
In December 2009, LG Electronics commissioned the production of refrigerators at the Sino JSC. The production capacity of the first assembly line totaled 50,000 refrigerators per year. The investments in the first stage made up approximately $2 million.
In 2009-2013, Uzbekistan's electrical enterprises will attract $93 million to upgrade and develop their production. In particular, the largest amount of investments - $48.7 million - will be channeled to launch production of new appliances. (Source: Uzreport Information Portal)
WATER MANAGEMENT STUDY TO IMPROVE WATER MANAGEMENT SYSTEM IN UZBEKISTAN
Mott MacDonald, in support of Temelsu International Engineering Services, has been appointed by the Project Implementation Unit for Water Infrastructures (PIU) of the Ministry of Agriculture and Water Resources (MAWR) of the Republic of Uzbekistan to assist in improving and rehabilitating the water management system serving the South Karakalpakstan irrigated area.
Mott MacDonald will provide MAWR and the Government Project Implementation Unit with consultancy services that will help inform the South Karakalpakstan Water Resources Management Improvement Project (SKWRMIP).
This project lies within Beruni, Ellikala and Turtkul, three southern districts in the Autonomous Republic of Karakalpakstan. The irrigated areas are located in the former upper delta area of the Amu Darya.
Mott MacDonald has a long and successful track record in providing advisory services on all aspects of water resource management, from master planning and feasibility studies through to design and construction supervision and commissioning, operation and maintenance - both in the UK and throughout the world.

MORE SCIENTISTS UNDER MOU BETWEEN UZBEK AND MALAYSIAN UNIVERSITIES
More mathematicians, physicians and scientists from Uzbekistan on 9 July headed for the International Islamic University Malaysia (IIUM) under a memorandum of understanding (MoU) signed with Tashkent Islamic University of Uzbekistan.
IIUM Rector Datuk Seri Syed Arabi Idid said Uzbekistan had many theoretical experts on mathematics and science. "We hope we can bring in some of them here," he told Bernama after signing the MoU.
He also hopes an alumni would be formed in Uzbekistan to add to the 12 IIUM chapters abroad, including the most recent in Gambia and Guinea.
Currently, there are 22,000 IIUM students, with 4,500 foreigners from 90 countries, including 28 from Uzbekistan.
Tashkent Islamic University Rector Ravshan Abdullaev described the MoU as a good platform for research cooperation and exchange of materials and staff. "However, our priority is to establish knowledge exchange in Islam and secular science," he said. (Source: Uzreport Information Portal)
CIVIL INSTITUTIONS AND NGOS TO GET MATERIAL SUPPORT
The Public Fund for the Support of Nongovernmental Noncommercial Organizations and Other Civil Society Institutions under Oliy Majlis of the Republic of Uzbekistan has announced for applications for two funding competitions.
One of tenders focuses on supporting projects of NGOs and other civil society institutions targeting the implementation of the national program “Year of Comprehensively Advanced Generation”.
The competition comprises arrangement of conditions for the expanded involvement of young people into entrepreneurial business with a special focus on graduates of professional colleges and higher education institutions especially in rural areas, as well as raising of social activity of women and youths, improvement of their professional training in certain districts and rural areas.
Another direction of the tender is the implementation of the range of measures to cultivate healthy lifestyle in young people, protect them from drug abuse, immorality, baneful influence, threats and impacts from the outside, various vices of the nasty mass culture. The minimal amount of the grant per one project makes up ten million soums.
The second trend is directed to assisting with the projects on implementation of socially important tasks. They comprise raise of ecological competence of the population, reduction of the number of contaminated water resources and air, arrangement of favorable conditions for educating disabled people, strengthening the material and technical base of their communities and associations. The maximal amount of the grant per one project makes up eight million soums.
Applications are accepted by 30 July, 2010. The competition covers registered nongovernmental noncommercial organizations and other civil society institutions.

In order to improve the correctional treatment and development of children with disabilities the Cabinet of Ministers of Uzbekistan adopted the Decree “On Measures to Improve the National Specialized Pre-school Educational Institutions.”
According to this document optimization of the number of specialized kindergartens with the revision of their specialization and relocation based on cohort of children with impairments in physical or mental development will be made. In addition, the Ministry of Education and the Ministry of Healthcare will take a set of measures aimed at improving the quality of the treatment in the institutions. As for the specialized groups in kindergartens general type, they will be eliminated, and pathologists will be hired to work with children with mild speech, hearing and vision disorders.
