PARTICIPANTS OF SCO SUMMIT APPROVE TASHKENT DECLARATION

Participants of the Shanghai Cooperation Organization (SCO) summit approved a series of documents in Tashkent on 11 June, including the Tashkent Declaration, the SCO Rules of Procedure, and the regulation on procedure for future membership expansion.

The documents were adopted following the annual SCO summit, which was attended by leaders and delegates of SCO member countries and observer nations.

The SCO members agreed in the Tashkent Declaration to further enhance cooperation in combating terrorism, separatism and extremism, illegal drug trade and organized transnational crime.

In the declaration, SCO members reiterated that the situation in Kyrgyzstan bears great influence to regional stability and the other five SCO member states are willing to provide essential support and assistance to Kyrgyzstan.

The member states also vowed to work jointly to continue minimizing the impact of the financial crisis and pushing forward economic development. (Source: Uzreport Information Portal)

10TH SCO SUMMIT WRAPS UP IN TASHKENT, LEADERS INK SEVERAL DOCUMENTS

10th session of the Council of heads of the Shanghai Cooperation Organization (SCO) member states ended in the Uzbek capital city of Tashkent. Leaders of the SCO member countries signed a number of documents on results of the session.

Participants of the summit exchanged views on the actual regional and international problems, discussed issues of further strengthening broad cooperation within the SCO, increase of its international authority.

The summit participants also exchanged opinions on the wide range of topical, urgent problems of strengthening mutual understanding, stability and security in the world, sustainable development of countries and regions.

Among the documents signed by the SCO member states are decisions on the approval of the Regulations on the order of acceptance new SCO members, on the approval of the Rules of SCO procedure, on the approval of the Report of the SCO Secretary General on the Organization's activity in the past year, as well as on the approval of the Report of the Council of the SCO Regional Anti-Terrorist Structure on its activity in 2009.

Heads of foreign affairs ministries of the SCO member states inked the Agreement on the cooperation among the goverments of the SCO member states in fight against crime, and the Agreement among the governments of the SCO member states on the cooperation in the field of agriculture.

SCO SUMMIT OPENS IN TASHKENT

The summit of the Shanghai Cooperation Organization opened in Tashkent on Friday with a meeting of the heads of states of the SCO member states.

President of Uzbekistan Islam Karimov, President of Kazakhstan Nursultan Nazarbayev, President of China Hu Jintao, President of Russia Dmitriy Medvedev and President of Tajikistan Emomali Rahmon.

During the talks, the leaders considered issues of improvement of the activity of the SCO and its bodies, development of cooperation in the political, trade-economic and humanitarian spheres, strengthening regional security and stability, joint fight against terrorism, religious extremism and separatism, drugs and arms smuggling, and proliferation of weapons of mass destruction, as well as situation in Afghanistan. MEETINGS OF PRESIDENTS

President of the Republic of Uzbekistan Islam Karimov on 10 June at Kuksaroy met with President of the Russian Federation Dmitry Medvedev, who is in Tashkent to attend the summit of Shanghai Cooperation Organization (SCO).

“I am pleased to welcome you in Tashkent on the eve of the major SCO forum and I am convinced that the upcoming meetings and negotiations within it will have a high and rather constructive note,” Islam Karimov suggested.

Dmitry Medvedev conveyed his high appraisal of Uzbekistan’s presidency in SCO and expressed confidence that negotiations within the summit will be pretty meaningful and useful and undoubtedly facilitate enhancement of international stability and regional cooperation.

The two leaders exchanged views on a wide range of issues related to Uzbek-Russian relations, as well as regional and international topics. Presidents Karimov and Medvedev drew attention to the consistent fostering of bilateral cooperation in political, trade and economic, cultural, humanitarian and many other areas. Uzbekistan and Russia interact effectively also on multilateral format within the framework of many international bodies.

President of Uzbekistan Islam Karimov at Kuksaroy June 10 held talks with Nursultan Nazarbayev, President of the Republic of Kazakhstan, who is taking part in the summit of Shanghai Cooperation Organization in Tashkent.

“The constructive attitude of participants of SCO’s Tashkent summit is a fine starting point for our industrious work within this forum that in its turn will surely have a positive effect on raising the efficiency of the entire Organization,” Islam Karimov underscored.

The Kazakh President observed in response that “the efforts by the Republic of Uzbekistan during its presidency in SCO have served as a model in the perfection of its structures and decision-making mechanisms in critical areas of regional politics. Just taking a look at the agenda and the list of documents to be signed in Tashkent convinces one of SCO’s amplified role in general.”

During the talks the two sides discussed issues concerning the expansion of Uzbek-Kazakh dialogue at the highest level and exchanged views on hot topics of cooperation. The presidents talked about rational use of Central Asia’s water and energy resources, and bilateral cooperation within international institutions.

Regional security issues, particularly those related to countering terrorism, extremism, drug trafficking and other threats, have also been deliberated during the meeting.

President of Uzbekistan Islam Karimov at Kuksaroy June 11 met with President of Mongolia Tsakhiagiin Elbegdorj who is attending the Shanghai Cooperation Organization (SCO) summit in Tashkent as the head of an observer nation.

“Your participation in the SCO summit meeting will enrich its content”, Islam Karimov assured his colleague. “This is your first visit to Uzbekistan as President of Mongolia, and I think it will prove to be a good opportunity to get acquainted with the culture and ancient history of our nation, its economic potential, and also to discuss the prospects of Uzbek-Mongolian relations”.

Interaction between our countries is built on the principles of mutual understanding and interest in developing relations in various sectors of economy. The enormous potential of Uzbek-Mongolian cooperation has barely been used to a full extent. The two nations have similar approaches to issues related to countering contemporary threats to regional and international security. Mongolia highly appreciates Uzbekistan’s efforts to promote stability in Central Asia and address the situation in Afghanistan.

Uzbekistan and Mongolia have sought to build up bilateral political relations. In order to boost cooperation, a round of consultations between foreign ministries of the two countries was held on September 23, 2009, in Ulan Bator, capital of Mongolia.

During the meeting at Kuksaroy, President of Mongolia thanked cordially the head of our state for the warm welcome and applauded the level of organization of SCO summit. Tsakhiagiin Elbegdorj expressed confidence that new opportunities for expanding trade and economic relations with Uzbekistan will provide a powerful impetus to consolidating bilateral cooperation. CHINESE SDB ALLOCATES $75M TO FINANCE SMALL BUSINESS PROJECTS IN UZBEKISTAN

The National Bank of Uzbekistan for Foreign Economic Activities and the State Development Bank of China have signed credit agreement. The signing of the document took place within the Tashkent summit of the Shanghai Cooperation Organization.

In line with the agreement, the Chinese bank is allocating $75 million for the financing of small business and private entrepreneurship in Uzbekistan, as well as investment projects.

The gradual cooperation between the two large financial institutions of Uzbekistan and China started in October 2005. Since that the National Bank of Uzbekistan has been allocated two credit lines worth $80 million for the financing of small business projects. The Uzbek-Korean Business Council held its first meeting

The Korean delegation headed by the Minister of Knowledge Economy of the Republic of Korea Choi Kyung Khvan visited Uzbekistan. The delegation included representatives of the Chamber of Commerce and Industry of the Republic of Korea, Korean Federation for Small and medium Business as well as leading companies and firms of the country.

The first meeting of the Uzbek-Korean Business Council was held within the visit to Tashkent. According to Choi Kyung Khvan, it was aimed at establishment of direct business contacts and development of mutual cooperation between Korean and Uzbek companies.

Today South Korea is the strategic partner of Uzbekistan. A total volume of its investment into our country’s economy exceeded two billion USD. Lax credits by South Korea’s Economic Development Cooperation Fund of Eximbank made up 117 million USD and were forwarded to implementation of priority projects. The Uzbek-Korean turnover exceeded 1.2 billion USD in 2009. As participants noted, the present visit and agreements concluded between business circles of Uzbekistan and Korea with have their positive impact on turnover indicators.

The investment cooperation is also developing between the two countries. The number of enterprises with the share of Korean investment has made up 359 in the beginning of 2010, and 61 of them are with hundred percent of Korean capital at that. The activity of those enterprises is mainly concentrated in light, chemical and food industry, machine building, healthcare, tourism, services and trade spheres. (Source: Uzbekistan Today newspaper)

KOREAN AND UZBEK OPTICIANS DISCUSS COOPERATION

Recently, manager of Korean Center for Optics Production Support Hyondong Hwang has visited Uzbekistan.

During his visit in Tashkent he met with the leaders of the Chamber of Commerce and Industry of the Republic of Uzbekistan, senior managers of a number of Uzbek companies and enterprises engaged in the optics. During the talks the delegations discussed the options for Uzbek optics manufacturers to participate in DIOPS 2011 exhibition held in the Republic of Korea, and agreed on another visit of Korean delegation in our republic.

And soon Tashkent is going to meet guests from the Korean Center for Optics Production Support. On June 15, 2010 representatives of Uzbek businesses engaged in the production of optics, contact lenses, sun glasses and rims will have a cooperation exchange with their Korean counterparts.

The Korean delegation will be represented by 11 companies including such known manufacturers of contact and optical lenses, optical and sun glasses as Chun Woo Global Eyewear, Covis Optic, World Trend, EOS Contact Lens Co, Ltd and Hoonsung Optical. The representatives of Ilsuk Optical will tell not only about the production of rims from metals and alloys, but also about special glasses and fabric for cleaning spectacle lenses.

Dae Gu Optical is specializing in the manufacture of rims for glasses from pure titanium, while Shinwha International from grilamid. One more participant of the delegation is a representative of Kunyouyng Cleaner, producer and exporter of micro-fiber fabric for glasses.

In course of negotiations with Uzbek companies it is planned to discuss the establishment of bilateral trade and economic relations and options for establishing joint ventures. HEART UNDER CARE

During the last years, the method of Holter monitoring became one of the most demanded and effective ways of revealing heart diseases in domestic clinics. At the same time, specialists are forecasting further extension of its application.

In order to estimate the functional state of a patient’s heart, doctor at least needs to continuously observe the organ in conditions of normal life,” explained Sobir Islomov, doctor of functional diagnostics of Jizzakh Regional Cardiology Clinic. “The solution of this task is the method of Holter monitoring. For this the body of a patient is equipped with special digital electrocardiograph which takes down the heart work during the day. Then the received data is processed by a special computer program.”

Holter monitoring, also known as daily monitoring is widely applied, because it is one of the most simple and effective methods of detection of heart beat disturbance and ischemic changes of electrocardiogram. This method provides exact diagnosis, and also considerably increases the effectiveness of treatment of cardiovascular diseases such as hypertension, infarction, atherosclerosis and myocarditis.

As the specialists of the Ministry of Healthcare of Uzbekistan and the Republican Specialized Center of Cardiology note, recently the specialized cardiologic hospitals of republic not only extended the number of apparatus necessary for Holter monitoring, but also carry out systematic replacement of the old installations to new modern ones.

“Modern apparatuses designed for Holter monitoring have considerably wider indications for use,” pointed out Sobir Islamov. “Improvement of the equipment allowed us to extend the number of registered and analyzed parameters. Particularly, along with the heart beat disturbance analysis, we now have the possibility to determine displacement of ST segment, register averaged signals of electrocardiogram and other important information for diagnosis.”

The method of Holter monitoring got its name in honor of its founder Normann Holter. During the 50-year-history of the method, the apparatus became not only more sensitive, but also became lighter. RESTORING THE VISION

Ophthalmology is one of the dynamically developing directions of Uzbekistan’s healthcare. Today, the doctors of this profession pay a lot of attention to the advancement of high technological methods of treatment in the regions.

-The major changes to improve the quality of life of the patients occur both in therapeutic, and in surgical ophthalmology. It is noteworthy, that regional doctors tend to keep up with their colleagues from leading clinics of the country - Republican Center of Eye Microsurgery and the Republican Ophthalmology Clinic. The complex of measures on adoption of advanced technologies of rendering aid in the regions is successfully implemented.

For example, the most widespread ophthalmologic diagnosis is nearsightedness and farsightedness, and the most effective method of correction of sight during these diseases is wearing lens and glasses. Only recently, there were many people, which felt shy to wear glasses, and considered lens to be uncomfortable because of its sizes and effortful process of care of it. Market saturation by modern medicine and medical goods, particularly, thin and soft lens, strongly changed the situation. Almost all people, who need these devices, were able to pick up suitable ones and successfully use them. Now, therapeutic treatment is not the only way out, in many clinics surgical way of treatment of nearsightedness is adopted.

The surgical service is improved as well. Some years ago, seamless technologies of treatment of a cataract were only available in leading clinics of Tashkent. Today, prosthetics of an eye crystalline lens with use of artificial soft crystalline lenses in practiced in many regional clinics. In particular our branch is purchasing phacoemulsificator, the up-to-date for removal of the damaged crystalline lens.
