POLICY

PRESIDENT OF UZBEKISTAN PARTICIPATED IN NATO SUMMIT IN BUCHAREST

On April 3 this year the President of the Republic of Uzbekistan Islam Karimov participated at the NATO/Euro-Atlantic Partnership Council (EAPC) Summit in Bucharest in Romania, Jahon Information Agency reported.

At their Bucharest meeting the heads of EAPC participating states and governments discussed the multilateral cooperation to provide for the regional and international security, as well as settlement of situation in Afghanistan.

Since 1994 Uzbekistan has been cooperating with NATO in the framework of Partnership for Peace Program. The ties established between the parties promote the development of international cooperation, exchange of experience to consolidate peace and stability, as much as in the struggle against such new challenges and security threats as international terrorism, religious extremism, drug trafficking, transnational organized crime, as well as in countering the proliferation of weapons of mass destruction.

For over the past seven years alone Uzbekistan participated at more than 400 events under aegis of the Partnership for Peace Program.

“An ever bigger transformation of NATO into a political structure becomes today a reality, and this, in its turn, is a good stimulus for further development and strengthening the Euro-Atlantic partnership – the EAPC”, - the Uzbek Leader has said while taking floor at the summit. President has also pinpointed the perspective directions of constructive interaction with NATO.

In Bucharest President Islam Karimov has called on the summit participants to a large-scale international cooperation, elaboration and implementation of concrete practical measures and steps to stabilize the situation in Afghanistan.

Yet Afghanistan still remains a hearth of threat to international community. After all, it is an open secret that no any particular region or country can consider itself fully protected from threats and dangers of terrorism. No one can guarantee that this evil will bypass someone.

The Uzbek Leader always underscores that it is impossible to establish peace in Afghanistan only by military means. Indeed, it is impossible to stabilize the situation in the country by force which has been at war for over the span of 30 years. It is important to demilitarize the country, turn the population onto a path of peaceful life, awaken in them the feeling to create, address the social and economic problems, and provide for the stage-by-stage implementation of reforms and ensure their efficiency.

In this context, President Islam Karimov has called on the summit participants to resume the negotiations to achieve peace and stability in Afghanistan in the framework of contact group 6+2 which effectively functioned in 1997-2001 along with the support of the United Nations.

That group was the only effective international mechanism to settle the situation in Afghanistan. The unique experience of multilateral diplomacy has been accumulated in its framework. The common principles and unanimous approaches to those problems have been worked out. However, in 2001 the activeness of the group’s activity saw its downfall due to the start of an antiterrorist operation on the part of international coalition.

With taking into consideration the contemporary realities Islam Karimov has proposed to transform the format of the group from 6+2 into 6+3 bearing in mind the compulsory participation of NATO in this process.

It should be underscored once again that security is provided for by cooperation and the cooperation develops only in the conditions of security. In this respect, the Bucharest summit saw the unanimity of views of its participants.

ECONOMY

CHINESE CONSTRUCTION GOODS FAIR LAUNCHED IN TOWN

The opening of permanently operating exhibition-fair of construction materials and household goods produced in China is one more step to developing the trade and economic relations of the two countries, the local newspapers have reported.

The exhibition raised a vast interest in the entrepreneurs of Uzbekistan. In the first days the delegation of business people of all provinces of the country and Karakalpakstan have attended the fair.

Reasonable prices for the Chinese construction materials and furniture provoke the particular optimism among the attendees. The exhibition’s aim is to realize direct wholesale where the entrepreneurs could directly procure the materials, which are not locally produced. Those who toured to China for business before can economize their funds, which they had to pay for the transport expenses.

“Now, Chinese producers are thoroughly learning the demand.” – Ravshan Khamidbekov, deputy chairman of Uzuljurjisavdoinvest Association, has said. “The second stage of exhibition-fair will begin in July this year. They will bring the very materials, which will be required in the monitoring hold by the Chinese producers”.

NEW PROJECTS SET TO BE IMPLEMENTED IN KARAKALPAKSTAN

Last year the Republic of Karakalpakstan speeded up its efforts to attract the foreign investments. The foreign trade turnover of the companies with participation of foreign capital rose more than 2.5 fold compare to 2006 and the number of employees approached to 2000.

Out of 50 companies registered with foreign investments the six were established in 2007. In the framework of the program on developing the production, expanding the export potential and creating additional jobs by way of attracting the investments for the period until 2009 the Republic of Karakalpakstan plans to implement 39 projects worth in total USD 40.3 million and UZS 7.4 billion. It allows to create over 2100 new jobs. Half of those projects have already been implemented.

The foreign investors may showoff their interest in innovations of scientists of Karakalpakstan who worked out the technology of making the brick from an ordinary sand-dune and limestone. In this, the duration of production cycle is five times shorter and consumption of energy resources is two times lower than in traditional ceramic brick-making though the physical qualities of the former and latter are not much different.

Developing the tourism industry is also promising to attract foreign capital. Karakalpakstan is rich with its world famous historical monuments of ancient Khorezm civilization such as Toprak-kala, Koy-kyrylgan-kala, Mizdahkan and hundreds of others.

UZAGROSUGURTA AND NBU SIGN GENERAL INSURANCE POLICY

UzAgroSugurta State Joint-Stock Insurance Company and the National Bank of Uzbekistan for Foreign Economic Activity (NBU) have signed the general insurance policy contract.

The policy provides the insurance coverage for the entrepreneurial risk of non-repayment of the soft loans provided by the commercial banks to the agricultural enterprises to finance the cultivation of the crops for the 2008 state order.

This contract will provide the insurance protection to farming businesses who are unable to repay the soft loans extended to them by the National Bank for the growth of raw cotton, or in other words UzAgroSugurta will cover the financial damage for not meeting the cotton harvest target associated with negative natural conditions.

UZBEKINVEST DEVELOPS COOPERATION WITH RUMANIA

UzbekInvest National Export and Import Insurance Company signed a cooperation agreement with the Export and Import Bank of Rumania (Banca De Export-Import a Romaniei Eximbank-S.A.).

The agreement was signed within the frames of the activity of the Berne International Union of Export Credit and Investment Insurers (Paris Club), of which UzbekInvest is a full-valued member.

The agreement envisages cooperation in support and promotion of trade and investments between the Republic of Uzbekistan and Rumania through mutual exchange in information between the countries, their banks and agencies, the insurance of the business entities engaged in foreign trade activity, as well as technical assistance and professional development and training of staff.

PRESIDENT RESOLVES ON MARKING TASHKENT’S 2200TH JUBILEE IN ‘09

On April 2, 2008 the President of the Republic of Uzbekistan Islam Karimov signed the Resolution “On preparing and holding the 2200th anniversary jubilee of the city of Tashkent”, the report by Uzbekistan National News Agency has said.

The document is aimed at worthily celebrating the 2200th anniversary of Uzbekistan’s capital next year. From of old Tashkent has been the large scientific and cultural hub, and now – the symbol of peace and friendship.

By the time of jubilee – May 2009 – the document envisages the reconstruction of historical monuments and sites of worship, as well as accomplishment of works on improvement and betterment of new facilities with further development of the capital city’s infrastructure.

According to the document, the international scientific conference “The role of Tashkent in the world civilization” shall be held in Uzbekistan March 2009. The conference is expected to attract the renowned local and foreign scholars and specialists.

At its 34th Session in November last year the UNESCO General Conference adopted a resolution on celebrating the 2200th anniversary of Tashkent and participation in the jubilee celebrations.

SEMINAR DISCUSSES FORENSIC EXAMINATION EFFICIENCY RISE

The technical base of forensic examination service has been fundamentally renewed in Uzbekistan. That has considerably expanded its opportunities. The new directions of examination, in particular, the forensic phonoscope, forensic soil, forensic economic and forensic road transport have been established, the local newspapers reported.

The participants of the Republican inter-agency scientific and practical seminar “Modern methods of research the material evidences in forensic examination” held at the Republican center for forensic examination named after Kh.Suleymanova of the Uzbek Justice Ministry in Tashkent are reported to have spoken on that.

The staff members of the Supreme Court, Office of Prosecutor General, Interior Ministry and National Security Service of Uzbekistan, as well as forensic experts employed with relevant ministries and agencies, and scientists participated in the seminar. They have analyzed the results achieved in the sphere and effective directions of the expert research.

For the first time in Central Asia in 2000 the Center held the forensic biological examination on human DNA which is the most dynamically developing area of forensic examination.

The Center gives out decisions on 54 examination specialties. Thanks to its many technical capabilities it stands second to none of the leading expert institutions of the world.

The delegates to the seminar discussed the prospects of using the modern methods, techniques and technologies in researching the material evidences. They have spoken about the need to study the world experience in this direction and expand the international relations.

YOUNG MUSICIANS CONTEST UNVEILS BEST OF BEST

The 10th international contest of young musicians ‘San’at gunchalari’ (‘The buds of art’) has been held in Tashkent. The Council of composers of Uzbekistan, Sog’lom avlod uchun (For healthy generation) International Charity Fund and Ministry of Culture and Sport Affairs are reported to have organized the event, according to the Uzbekistan National News Agency Russian-language website.

Young graduates of children musician schools – the boys from 9 to 11 and from 12 and 14, have participated in the contest. They played the violin, violoncello and piano.

The schoolboy of ¹5 children music school of Bukhara town, Jakhongir Kasimov became the awarder of Gran-pri in the violin contest. Lola Melieva of the Republican specialized musical academic lyceum named after Uspenskiy, secured the first place in the senior group. Iskhandar Bazarov, the pupil ¹23 music school of Tashkent, became the winner in the junior group.

Maria Kasminina and Jamshid Saidkarimov of the Republican specialized musical academic lyceum named after Uspenskiy went up to the first place in the both senior and junior group in the violoncello contest.
