ISLAM KARIMOV PARTICIPATED IN CIS SUMMIT

Leaders of the Commonwealth of Independent States (CIS) member-countries have gathered for a meeting of the CIS Heads of State Council in the National Library of Belarus in Minsk.

They discussed a report, prepared by an expert group, on raising the effectiveness of CIS and prospective of developing the organization in general.

Summit participants analyzed the projects on the development of humanitarian ties, declaration on the intensification of countermeasures against illegal migration, memorandum of providing the conditions for developing the free-trade zones and using the special measures in the process of mutual trade.

During the Summit more than 10 documents such as counter-acting the process of money laundering, fighting the financing of terrorism, program for cooperation of CIS member states in fight against human trafficking for 2007-2010.

It was decided to make changes in documents related to CIS Executive Committee, CIS Antiterrorism Center, and Council of Chief Commanders of Border forces.

During his visit to Minsk President of Uzbekistan Islam Karimov met with the President of Ukraine Victor Yushchenko. During the meeting the presidents discussed the issues on relations between two countries.

EIGHTH PLENARY SESSION OF THE UZBEK SENATE STARTED

Eighth plenary session of the Senate of Oliy Majlis of Uzbekistan started its work on November 30. The Senate considered several laws on deepening social and economic and social-political reforms in the country.

The senators considered a number of laws. The most important ones among them are laws “On State housing policy,” “On Mass media” and on making changes to law “On Customs service”

The participants of the session considered the project of State Budget of Uzbekistan for 2007.

Corresponding decisions were made on the considered issues.

RESOLUTION OF UZBEK SENATE ON AMNESTY

The Senate of Oliy Majlis of Uzbekistan adopted resolution on amnesty in connection with 14th anniversary of Constitution of Uzbekistan.

The resolution foresees the release of women, those who were under 18 when committing a crime, as well as who have reached the age of 60 to the time when the decree takes effect.

The resolution also releases the citizens of foreign countries.

Those who have committed crimes as a result of carelessness and who have not committed serious crimes are to be released.

The document also stipulates the release of people who cannot serve in prison because of their state of health, particularly, first and second grade invalids.

To stop investigative works, not considered by courts, on the crimes executed by people listed in first and second paragraphs of the Resolution, - documents said.

The Resolution reduces the terms of sentence of convicts with intentional crime which caused 10 years of prison - to one-third, and for convicts with intentional crime which caused more than 10 years of prison - to one-quarter.

Amnesty should not be applied to serious criminals, to those who committed crimes against peace and security and to convicts who had been amnestied previously.

The Resolution will take affect starting with its promulgation and to be implemented during three months.

UZBEKISTAN TO REALIZE PROGRAMME ON MODERNIZATION OF TEXTILE FIRMS

Uzbekistan plans to realize programme on modernization and re-equipment of textile industry in 2006-2008 with total cost of US$466.85 million.

President of Uzbekistan Islam Karimov approved programme on modernization and re-equipment with his resolution. It is expected that the programme will be realized due to own funds of founders of textile enterprises, including foreign investors.

The document envisages modernization of 66 textile companies, including 60 companies entering to Uzbeklegprom (Uzbek Light Industry).

Introduction of new equipment will allow Uzbekistan to produce additional 170,700 tonnes of cotton yarn, 39,830 tonnes of stockinet and 35.7 million meters of fabric.

The resolution also extended privileges, granted in 2003, to textile firms till 1 January 2009. In particular, the enterprises with foreign investors, specializing on production of ready clothes, hosiery and footwear exempted from payment of all taxes and duties to the state budget, except value added tax.

TRADING HOUSE OF KHARKOV TRACTOR PLANT TO DELIVER PRODUCTION TO UZBEKISTAN

According to the results of the participation in the sale exhibition "Mini-technologies and compact equipment for agriculture" in Uzbekistan, the Trading House LLC of Kharkov Tractor Plant Open Joint-Stock Company has signed a number of agreements to deliver production of the Kharkov tractor plant, Ukraina Promyshlennaya has learned from the department for marketing of the Trading House.

The similar exhibition for the first time has been organized in Uzbekistan.

Visitors of the exhibition have shown the greatest interest to wheel tractors Kh?Z-150?-09, Kh?Z-17221 and caterpillar Kh?Z-181, Kh?Z-181-07, to loader ?-156?-09 and farmer Kh?Z-3510.

During the work of the exhibition, its participants as a whole have signed about 7,000 contracts, reports of intentions and applications totally to the tune of over US$160 million. The exhibition has been visited by over 4,000 farmers, heads of agricultural firms and small enterprises from all Regions of the republic.

The exhibition achieved such unprecedented quantity of contracts due to high organizational work, including owing to the fact that rural businessmen directly here registered credits and leasing documents with the help of experts of leading banks and leasing companies of the country.

FOOTBALL: UZBEKISTAN DEFEATS UAE 2-1

In its first game of 15th Asian Games Football tournament Uzbekistan National Team played against UAE.

Both teams displayed enthusiastic play but the score remained level through most of the first half, albeit with Uzbekistan increasingly dominating possession and threatening goal as the half progressed. Finally in the 43rd minute Alexander Geynrikh, who plays for Torpedo Moscow, slotted the ball home for Uzbekistan.

As the second half commenced Geynrikh again took advantage of sloppy defending by the Emirates to slide in Uzbekistan’s second goal on the 54th minute.

In the 68th minute free kick Yaser Al Junaibi scored the only goal for UAE in the game.

Buoyed on by their goal, the Emirates’ team played with greater conviction during the latter half of the game and created more chances, but to no avail as Uzbekistan maintained their cool to come through victorious in their first game of the tournament.

PRESENTATIONS DEVOTED TO SAMARKAND HELD IN KYOTO AND NARA

Presentations dedicated to the 2,750th anniversary of Samarkand have been held at once in two cities of Japan – Kyoto and Nara. The events were organized by the Uzbek embassy in Tokyo jointly with the International Cultural Association and the International Kyoto Fund as well as Kikusuiro exhibition centre of Nara.

The ambassador of Uzbekistan to Japan Mirsobit Ochilov spoke at the presentation in Kyoto. He told guests about the ancient history of Samarkand, unique architectural monuments, the role of this city in the modern life of Uzbekistan. Mr Ochilov said that the 2,750th anniversary of Samarkand will be celebrated in 2007 and noted that Samarkand and Kyoto are called by right the pearls of the Great Silk Road.

Kyoto, having 1,300-years-old history and playing an important role in spiritual and cultural life of Japan, was the capital in 794-1868. It has a lot of palaces, temples, trading areas and squares embodying the national spirit of the Japanese people.

Participants of the presentation viewed a photo album devoted to the trip of former Prime Minister of Japan Junichiro Koizumi to Uzbekistan, when he visited Samarkand, and a movie "Samarkand – the pearl of Uzbekistan" prepared by the embassy in Japanese language.

An exhibition of Fumiko Nakayama, professor of Kyoto Institute of Applied Art Researches, entitled "Colours of Samarkand syuzane" presented various works of this art genre masters.

"Samarkand is the treasury of culture and art of the mankind," Fumiko Nakayama said. "The celebrities on the occasion of its 2,750th anniversary not only attach more fame to this ancient city, but also give us, scientists interested in its history, an opportunity to meet, exchange information and experience".

The events dedicated to the 2,750th anniversary of Samarkand continued in Nara, the first capital city of Japan. Pictures of a famous Japanese artist N.Muraoko "Blue cupolas of Samarkand", reflecting the unforgettable beauty of this ancient and eternally young city, were presented in Kikusuiro exhibition centre.
