POLITICAL PARTIES SET OBJECTIVES FOR 2010

The Democratic Party Milliy Tiklanish and the Social Democratic Party Adolat convened for their sessions last week in Tashkent to review their activities in the past year and outline their plans for the year in progress.

Currently, all political parties of Uzbekistan work on the action plan both for this year and five years ahead, proceeding from the priorities, specified by the head of the state in the joint meeting of two houses of parliament in January, 2010. It is these tasks, which are now the core issues at the agenda of all events, arranged by political parties.

The members of the Democratic Party Milliy Tiklanish treated the leader’s report as the action program.

Summing up the last year and parliamentary election, the democrats critically evaluated their activity. Speaking about the participation of Milliy Tiklanish party in the last election, the head of the party Akhtam Tursunov noted, that in spite of the operation of all branches, the whole potential of the DPUMT was not used. The participants noted the necessity of drawing the right conclusions of serious mistakes and shortcomings and outlined the priority tasks for the party and faction to be fulfilled this year.

According to Ulugbek Jalmenov, the member of Milliy Tiklanish parliamentary faction, they made a decision on strengthening of the work of the deputy groups at the local people’s representatives’ councils.

“The improvement of the interaction between the party bodies in regions and establishment of the effective communication between the local party organizations and deputies of all levels will become an important aspect for the improvement of the party’s activity this year. Besides, the personal responsibility of heads and officers of the party’s councils will be strengthened. With this purpose some special regulations were adopted on the official responsibility of authorities and officials of the local councils. The strengthening of the activity of the executive committee of the party’s central council at the expense of skilled professionals and youths is another important step,” explained Ulugbek Jalmenov.

The Social Democrats, whose session followed the plenum by Milliy Tiklanish, were not less strict evaluating their activity and concrete in mapping out the current year. Dwelling upon the election outcome, the head of the party Ismail Saifnazarov emphasized, that this result is the consequence of the passive activity of some territorial branches of the party. Therefore, to achieve a certain progress the local activities should be maximally intensive. First of all, this refers to monitoring the implementation of state programs, observance of laws and protection of rights and interests of the party’s electorate.

As Qodir Juraev, the deputy of Adolat parliamentary faction told UT, the plan of their activity for 2010 has several directions. First of all they intend to activate the participation of the party’s members in initiating and developing laws, discussion and solution of the issues of socioeconomic development in the regions of the country. Besides, they focus on strengthening of the supervisory and analytical activity of deputies, expansion of the partnership with NGOs and other public organizations. Many events are aimed at the interaction with the electorate.

UzLiDeP and PDPU are currently getting ready for the conduction of sessions of their political councils to be held next week. Meanwhile, UzLiDep discussed some topical tasks for the current year in the enlarged meeting of the political council with participation of the Farm Association of Uzbekistan.

Summing up the joint activity, the leader of the party Mukhammadyusuf Teshaboyev noted, that they held over 15 thousand various meetings, trainings and seminars for the country’s landowners. Meanwhile, he paid attention to the passive activity of the number of territorial structures of the party and association. He said it was necessary to correct and solve the emerging problems locally and immediately.

The list of projects mapped out for this year includes the initiatives on the further strengthening of legal foundations of the farmers’ movement. Besides, it is planned to establish an information resource center for landowners with the joint cooperation of the party and association. According to the UzLiDeP members, the center will be able to assist in purchasing the compact equipment, mini technologies and new devices by means of attraction of some commercial banks and leasing companies. The program of action also includes the training of farmers in the UzLiDeP political education centers, the broad coverage of issues related to the protection of rights and interests of the party’s electorate.

The People’s Democratic Party of Uzbekistan has analyzed the activity of its branches in the regions of the country and worked out the action plan for the current year with the participation of some state and public organizations. For example, together with the Ministry of Health and Oila Academic and Practical Center they organized the dialogue dedicated to the tasks of the Year of Harmoniously Developed Generation.

Some time before the specialists gathered at the round table in the capital to discuss the tasks specified in the report by the head of the state on the further liberalization of mass media and party newspapers.

“In order to turn the party editions into the hot debate tribune, first of all we have to have a profound knowledge of the topical problems, challenging our electorate to solve them within the socioeconomic reforms in our country,” said Safar Ostonov, chief editor of O’zbekiston Ovozi and Golos Uzbekistana (Voice of Uzbekistan) newspapers. “First of all this depends on courage, enthusiasm, authority of the party’s editions, political competence, mastery and high responsibility of our journalists. WORK GROUP TO HOLD SESSION TO ANALYZE LEASING SERVICES MARKET

A session of work group will consider the report by the Lessors Association of Uzbekistan on the state of the Uzbek leasing services market on results of 2009. The meeting will take place in Tashkent on 11 March.

It should be reminded that in November 2009 the session of the Complex for Economy and Foreign Economic Relations under the Cabinet of Ministers of Uzbekistan studied the issue of the Uzbek leasing services market condition and the necessity of introducing state regulation for rendering this type of service.

In this connection the Lessors Association of Uzbekistan was entrusted with conducting a research of this segment of financial market on results of 2009, which included the overview of the market, analysis of legal, accounting, taxation aspects of the legislation in this sphere, as well as trends of its development.

Besides, within the analysis and in order to fuller reflect the dynamics of development and potential of the leasing market of Uzbekistan, the Association conducted an interrogation of local leasing companies, commercial banks and credit unions carrying out leasing operations.

INNOVATIONS FAIR HELD IN TASHKENT

About 130 contracts worth a total of over UZS 3.2 billion were signed at the Third National Innovative Ideas, Technologies and Projects Fair held at UzExpoCenter on 1-3 March.

The forum was organized in the framework of implementation of the tasks set by President of Uzbekistan Islam Karimov to speed up modernization and re-equipment of production and increase production of competitive products.

Ministries, departments, associations, banks, state and private companies from various sectors, scientific and educational establishments, scientific and technological centers, as well as individual inventors participated in the fair.

Over 600 prospective innovative projects and samples of highly technological equipment for industry and agriculture, healthcare and pharmaceutical sector, information technologies, science and education were presented at the forum.

The fair participants had the opportunity to discuss expansion of collaboration between science and industry at the practical seminars on intellectual property management, technology transfer and other topics.

On the last day of the fair, a round table on Innovative Development of Uzbekistan: Problems and Perspectives developed recommendations on development of innovative economy in the country.

The fair competed with the awarding ceremony of the winners of the best projects contest, which was held in 14 nominations, covering all sectors and areas presented at the forum.

UZEXPOCENTER TO BE MODERNIZED FOR 43RD ADB MEETING IN TASHKENT

The exposition areas of Uzexpocenter national exhibition complex will be reconstructed and expanded for the 43rd Annual Meeting of the Asian Development Bank (ADB) to be held in the Uzbek capital on 1-4 May.

Around 3,000 delegates - including government leaders, central bank governors and finance ministers as well as representatives from academia, the media and civil society groups - are expected to attend the ADB's 43rd Annual Meeting on 1-4 May. The 2010 gathering marks the first time the ADB has held its Annual Meeting in Central Asia.

The measures on capital reconstruction and building of new objects of Uzexpocenter have been approved in line with the presidential and governmental resolutions this year. A budget loan worth 7 billion soums has been allocated for these purposed for 7 years, including a 4-year gross period, with 7% APR.

The Tashkent City Administration has been entrusted with allotment of place and organization of public transport stop near the main entrance to Uzexpocenter from the 5th passage of Sandikurgan street, meeting the architectural appearance of the new building of the International Business Center.

Uzexpocentre open joint-stock national exhibition company of the Ministry for Foreign Economic Relations, Investments and Trade of the Republic of Uzbekistan is known to many countries throughout the world.

Exhibition halls with area of 1000 up to 3000 sq m and modern exhibition equipment as well can accommodate any kind of exhibitions in pavilions of Uzexpocentre. Pavilion No 1 meets the international standards of holding great exhibitions – fairs after reconstruction being finished in 2003. Total area of pavilion is 7042 sq m.

Capital Uzexpocentre changes according to time and become more attractive and multifunctional. The newly constructed pavilion N 2 was put into operation in August of 2007. It is connected with the present Central exhibition pavilion. The square of newly constructed pavilion is amounted to 3,052 sq m. GAINING MOMENTUM IN DEVELOPMENT

Presidential resolution “On additional measures to stimulate an increased production and improve quality of wall materials” of June 19, 2009 became an important guide to action in scaling up the construction work in the country, increasing the range, scope and quality of building materials.

In accordance with the resolution, companies producing burnt brick on the basis of latest energy saving technologies, using special ovens are exempt from all taxes, mandatory contributions to state trust funds until January 1, 2012, except single social payment, which also contributes to the development of the industry. More than twenty companies specializing in construction materials were established in 2009 in Surkhondaryo region alone.

The steady rise in construction of residential and social facilities in the region increases the demand for quality wall materials. For example, last year the construction works used about 200 million pieces of burnt brick, however 29 brick plants working there had a production capacity of 160 million bricks per year. As a result of launching new capacities, production of this produce reached 214.5 million pieces. New technologies were installed at private firms of Mezon-Ziyo, Bobotog-Fayzava in Uzun district, Gilot-Fayz in Boysun district, Surkhon-G’isht-Qurilish in Muzrabod district and a number of other businesses.

An atmosphere of healthy competition in the industry of building materials creates opportunities for increasing the product range. For example, private enterprise Angorplast in Angor district produces environment-friendly and high quality foam blocks using German equipment, which is delivered to construction sites. Enterprise Eshonkulova Kumush in Qiziriq district has launched production of tiles, Jartepa Quruvchi produces asphalt, construction company Quruvchi Muzrabod Standart of Muzrabod district as well as private firms Ismoil Chori of Sherobod district and Akbar of Denov district produce breakstone, Sahovat Bandihon farm of Bandihon district produces lime. MAKE BETTER PREDICTIONS

Uzbekistan has developed a unified national system of monitoring and forecasting hazards that lead to emergency situations (ES).

This system was created by the Ministry of Emergency Situations of Uzbekistan in partnership with several agencies and organizations. It will help analyze the changes in revieled and potential sources of emergencies for reducing the risk of adverse effects.

The system is developed under the national program for the prediction and prevention of emergency situations. It will operate at all territorial levels of government: district, municipal, regional and national ones. Monitoring of natural and industrial processes will be implemented throughout the republic, which will increase the reliability of forecasts of emergencies.

The national program for the prediction and prevention of ES was adopted in April 2007. there are eleven targeted programs within the national program, each focused on a separate form of ES. One of the priorities of the program is monitoring of hazardous natural and man-made processes and forecasting of emergencies, with complete coverage of hazardous processes up to 70% and the accuracy of not less than 0.75-0.80. LAWYERS AT RETRAINING

Chamber of Lawyers of Uzbekistan has effectively launched the improved system of the advanced training of lawyers starting from this January. The system is distinguished by its systemic approach to solution of the task.

The advocacy is constantly entailed with the necessity of advanced training: while working on each case an attorney addresses legislative acts and resolutions of the Supreme Court plenary sessions many times. Meanwhile, the lawyers readily accepted the conditions, empowering them to advance their qualification regularly. The study dwells on the innovations in the legislation and practicing of the advocacy ethics’ rules to expand the professional outlook.

There are all conditions for each attorney to undergo a compulsory advanced training once three years in compliance with the law. As Uzbekistan Chamber of Lawyers informed UT, the advanced training course is conducted on the basis of the Lawyers’ Advanced Training Center of the Ministry of Justice of the Republic of Uzbekistan.

Specialists of this center took into consideration all wishes of lawyers regarding the arrangement of the study. The groups are formed proceeding from the specialty: civil law, economic law, and other areas. This empowers them to provide students with more profound information on the certain topic.
