Uzbekistan and China expanding cooperation
The forum of business circles of Uzbekistan and China took place in Tashkent on 30 March.
The event organized by the Ministry of Foreign Economic Relations, Investments and Trade of the Republic of Uzbekistan and was attended by the heads of ministries and departments, companies and concerns of the two countries responsible for the sphere of external economic relations, investments, oil and gas, banking and financial, commerce and industry, chemical industry, information technology, transport and communications, construction, electronic product manufacturing.
The Minister of Foreign Economic Relations, Investments and Trade of the Republic of Uzbekistan E. Ganiev, Chairman of the Chamber of Commerce and Industry of Uzbekistan A.Shayhov stressed that effective cooperation between the two nations has been developing dynamically in all areas. An important legal basis for this are the agreements reached during meetings of heads of two states.
Uzbek-Chinese relations are developing dynamically, on the basis of the Interstate Agreement on partnership relations, friendship and cooperation signed in 2005.
The volume of mutual trade turnover in 2011 amounted to 2 billion 596 million U.S dollars. There are 382 joint ventures with the participation of Chinese investment companies, 65 companies representative of China are actively operating here in Uzbekistan.
Mr. Jiang Yaopin, Deputy Minister of Commerce of the People’s Republic of China emphasized that Uzbekistan has a favorable investment environment, the necessary conditions and incentives for foreign investors.
– China always attaches great importance to developing the friendly and mutually beneficial relations, he said. – We are particularly interested in further expansion of ties in such spheres as trade, investment and information technology.
Representatives of about forty companies of China at the forum were informed about the priority directions of attracting investments into the economy of our country. The guests were briefed on the ongoing privatization process in Uzbekistan in Uzbekistan, consistently implemented reforms in the economic sphere, the results of reforms aimed at developing small and private businesses.
The forum discussed the further development of cooperation between the two countries in such fields as economy, investment, trade, energy, small business and entrepreneurship, engineering and electronics, involvement of Chinese companies in the privatization process in our country, the implementation of joint projects in Free Industrial-Economic Zone “Navoi” as well as the organization of an industrial park in Jizzakh region.
Cooperation exchange with the participation of a number of companies and enterprises of Uzbekistan and the business community of China was held in the framework of the forum. The Chinese and Uzbek businessmen also discussed the development and implementation of mutually beneficial projects in many areas during the forum.
The First Deputy Prime Minister of the Republic of Uzbekistan, Minister of Finance Rustam Azimov made a speech at the event.
The Senate of Uzbekistan’s Oliy Majlis concluded its eighth common session on March 24, 2012.
Members of the parliament’s upper house started the second day of the general session with deliberations on the report by Prosecutor General of the Republic of Uzbekistan on the activities of public prosecutor’s office in 2011.
The prosecuting authorities carried out 26,773 inspections of law enforcement and, as a result, issued almost 320,000 acts of prosecutor supervision, and restored the violated rights of 55,000 citizens.
They issued more than 5,000 acts of prosecutor oversight to eliminate breach of law on protection of rights and interests of small and private businesses. The prosecutors rehabilitated the rights and interests of 1,639 businesses.
They also supervised measures directed at implementing programs on creating jobs and ensuring public employment for 2011 approved by the Uzbek parliament.
During the ensuing discussion of the report, senators came up with a few proposals and recommendations aimed to improve prosecutor activities, secure the rule of law, oversee law execution, and support small business and private entrepreneurship.
Then, members of the Senate deliberated on the testimony by chairman of the State Committee for Nature Protection to review its activities in 2011.
While discussing the report, the upper house parliamentarians underscored the importance of measures directed at consolidating state control over the adherence to legislation on environmental security and rational use of natural resources, and improving the ecological situation in the country.
The State Committee for Nature Protection placed particular emphasis on overseeing the execution of action plan stipulating environmental protection in Uzbekistan in 2008-2012.
Owing to measures undertaken on this front, the volume of pollution has decreased by more than 5,200 tons. Some 61,180 cars were switched to gas consumption and 273.73 hectares of lands were reclaimed.
Senators pointed out shortcomings while they evaluated the measures adopted to introduce renewable energy sources in social facilities in Navoi, Namangan, Surkhandarya, Syrdarya and Kashkadarya regions.
Further on, the Senate of Oliy Majlis deliberated on the statement by the Ministry of Justice concerning execution of laws by government agencies, law enforcement bodies and oversight institutions in 2011.
The Ministry officials said they had undertaken tangible measures directed at implementing the legislation in the activities of state and law enforcement bodies, oversight institutions.
In 2011, the head department on law execution at the Ministry of Justice conducted 39 studies in 23 government bodies. The work resulted in concrete measures adopted on absolute execution of laws in everyday activities of state agencies. The senators put forward proposals to refine the work in this direction.
Members of the Senate held a parliamentary hearing on the progress made by the Ministry of Labor and Social Security in executing the 2011 program on creating jobs and ensuring employment of population.
It was noted that the Ministry and the related bodies carried out systematic work on execution of the abovementioned program.
Some 970,900 new jobs were created in 2011, which is 14,600 extra jobs vis-a-vis the plans. As part of the government program “The Year of Small Business and Private Entrepreneurship”, some 113,100 new jobs were created.
Promotion and development of farm and dehkan entities, poultry farms, fish farms, gardens and green houses has helped create 126,600 jobs.
It was noted that some 402,400 out of 430,300 graduates of colleges were provided with jobs in 2011.
The senators urged to ensure complete realization of the 2012 program on creating jobs and ensuring public employment.
The Senate of Oliy Majlis adopted due decisions concerning every information report presented during the session.
Apart from government hearings, members of the upper house discussed also other issues related to competence of the Senate of Oliy Majlis.
In total, twenty-one issues including ten laws aimed at reforming and progressive liberalization of all spheres of political, social and economic life, business development, democratization, protection of the rights and freedoms of citizenry, providing employment and improving living conditions, law and order in the country were considered during the two-day meeting of the Senate.

Uzbekistan, China discussed development of trade-economic ties
First meeting of subcommittee on trade-economic and investment cooperation of the Uzbek-Chinese intergovernmental committee on cooperation took place in Tashkent on 28 March.
Minister of foreign economic relations, investments and trade of Uzbekistan and co-Chair of the Subcommittee Elyor Ganiyev noted at the meeting that cooperation between Uzbekistan and China is gradually developing in all spheres, including in the trade and economic and investment sector.
The state visit of the President of Uzbekistan Islam Karimov in April 2011 to the People’s Republic of China lifted the relationship between the two countries on qualitatively new level and it serves as an important factor for further expansion of existing possibilities of cooperation.
The most favorable mode of nation treatment operates between Uzbekistan and China in the economic sphere.
The volume of mutual trade turnover made USD 2 billion 596 million in 2011.
Some382 joint enterprises with the Chinese capital and 65 representative companies operate in Uzbekistan.
In the course of negotiations, Chinese side acquainted with the results of the consecutive reforms carried out with a view of development of economy and favorable conditions created in the free industrial and economic zone Navoi.
“Today’s meeting became one more good possibility for ensuring implementation of the arrangements reached during the meetings of the heads of our states,” said the Deputy Minister of Commerce Jiang Yaopin.
The mutual exchange of opinions concerning economic potential and possibilities of both countries also took place during the meeting.
The sides discussed the issues of development and implementation of joint projects, stimulations of investment, financial and technical cooperation and adjustment of direct contacts between business subjects.
President Meets with Chief of US Central Command
President of the Republic of Uzbekistan Islam Karimov met with Commander of the United States Central Command James Mattis at the Oqsaroy March 29.
During the conversation the head of our state noted that Uzbekistan and the United States have lately been bolstering comprehensive interaction in such vital spheres as economy and investments, political dialogue, countering new threats and challenges, regional security and stability.
The two sides at the Oqsaroy exchanged views on the current developments in the region, the situation in Afghanistan, as well as prospects of enhancing bilateral relations in areas we share interest, including military and military-technical issues.
James Mattis thanked the President of Uzbekistan for the meeting and conveyed the willingness of the United States to work toward expansion of mutually advantageous Uzbek-American partnership built on principles of respect and confidence.

One of Largest Fund Forum's Projects "We are One Team, We are One Family" Held in Jizzakh
“We are one team, we are one family”, one of the largest projects of the Fund Forum and Center for youth initiatives “Kelajak Ovozi” (Voice of Future) is being held from 16 March in all regions of Uzbekistan and will last until 24 April.
The action being organized at the assistance of regional administrations, Social Initiatives Support Fund, Women’s Council, UNFPA, and Konrad Adenauer Foundation was held also in Jizzakh region.
The event organized within the state program Year of Family contributes to the intellectual and creative potential of young people, identify and support young talents, to the employment of graduates of higher and secondary special educational institutions, as well.
More than 6,000 young people have participated in it.
It included various events – Youth Initiatives Forum, exhibition “Education and Career”, charity marathon-forum “In the Name of Life”, Healthy Youth campaign, PR campaign of Kelajak Ovozi competition, final of regional discussion tournament Dilemma, courses for young journalists, school for web-programmers, foreign language courses, etc. 500 students competed in the charity marathon.
During the job fair, over a hundred companies, organizations and institutions offered about three hundred vacant jobs. 132 labor contracts were signed in it.
The event has become as an unforgettable experience for its participants and ended with concert of Nihol award, Kelajak ovozi contest and children’s creativity festival Yangi Avlod prize winners.
Days of German Science in Uzbekistan Held in Tashkent
Tashkent hosted the seminar Days of German Science in Uzbekistan. The event was organized by Coordinating Committee for Science and Technology Development under the Cabinet of Ministers of the Republic of Uzbekistan, the German Federal Ministry of Education and Research, German Embassy in Uzbekistan. It was attended by representatives of relevant ministries and agencies of the two countries, international Organizations and research institutes, professors, academics, experts, scholars and professionals.
At the seminar, Sh.Salihov, the chairman of the Coordinating Committee for Science and Technology Development under the Cabinet of Ministers of the Republic of Uzbekistan stressed the gradual development of ties between Uzbekistan and Germany in all fields, particularly in the field of science.
In our country, under the leadership of President Islam Karimov a special attention paid to the acceleration of scientific progress, ensuring the integration of education, science and industry, development of advanced technologies. International cooperation is an important tool on further enhancing the effectiveness of the work in this field.
Cooperation between the higher education institutions, research institutes of both countries is dynamically developing.
– For many years we have been effectively cooperating with Uzbekistan in the sphere of science, – said Michael Schlicht, the director of the German Federal Ministry of Education and Research. We intend to further develop mutual ties with the Uzbek scholars and universities in your country. High results provide large-scale reforms implemented in Uzbekistan to modernize and develop the education system of the country.
During the meeting, the sides exchanged opinion on further expanding and strengthening relations between educational establishments of two states, improve exchange of information and experience, implementation of joint projects.
