Uzbekistan thinks it is early to create a structure of such level as inter-parliamentary assembly within the Shanghai Cooperation Organisation (SCO), the speaker of Uzbek parliament's lower house Erkin Khalilov said.

"We think the creation of the SCO inter-parliamentary assembly is untimely, because in our opinion, regular meetings of the heads of SCO parliaments should be the main instruments of inter-parliamentary interaction," he said in Moscow.

Khalilov said SCO should focus its efforts on formation of the new concept of security in the region. In his opinion, this concept should be based on "confiding relations and equal partnership between the members of the organization."

"SCO should provide an active scheme of counterbalances at the regional level, allowing to ensure stability and security of all countries of the Central Asian region," said Uzbek parliamentarian.
