PRESIDENT OF UZBEKISTAN RECEIVED THE FIRST DEPUTY CHAIRMAN OF GOVERNMENT OF RUSSIA
President of Uzbekistan Islam Karimov in his Oksaroy residence in Tashkent on 28 November received the First Deputy Chairman of Government of the Russian Federation Sergey Ivanov, UzA reported.
Welcoming the guest, the Uzbek leader noted that the cooperation between Uzbekistan and Russia was developing in the spirit of the Agreement on Allied Relations signed in 2005.
Respect, mutual trust of heads of the two countries, community and closeness of views on such issues, as expansion of mutually beneficial collaboration, strengthening of security and stability, as well as community of views on many international problems.
Russia accounts for 30% of the volume of Uzbekistan's foreign trade turnover. In 2006 alone, the volume of bilateral commodity turnover exceeded US$3 billion. Last year Russia bought over 1 million tonnes of agricultural products from Uzbekistan.
More than 450 joint ventures, founded in partnership with the Russian investors, are operating in Uzbekistan, while there are 284 joint ventures with Uzbek capital in Russia.
During its regular sessions, the Uzbek-Russian intergovernmental commission on trade and economic cooperation considers new opportunities of expanding ties, determines priority directions of collaboration. The First Deputy Chairman of Government of the Russian Federation Sergey Ivanov visited Uzbekistan in July this year for the first time as a Co-Chairman of the Russian-Uzbek intergovernmental commission.
The next session of the joint commission and the economic forum "Uzbekistan-Russia: strategic partnership", held in Tashkent, discussed the prospects of development of trade and economic relations, in particular, the issues connected with the long-term partnership in fuel and energy complex and aviation industry.
Special attention during the forum was paid to the issues of increasing the volume of commodity turnover, as well as of the number of joint enterprises and types of products, based on the economic potential of Russia and Uzbekistan.
Sergey Ivanov thanked the Uzbek President for warm reception and noted that Russia valued highly the cooperation with Uzbekistan, and the partnership relations developing in all spheres.
UZLIDEP NOMINEE TOURS NATION’S SOUTH IN A BID TO SEE VOTERS
The presidential pre-election campaign has entered into its new stage in Uzbekistan. The nominees started to meet with the voters, the agencies reported.
The national vote is due December 23 this year.
On November 26 and November 27 the candidate from the Movement of entrepreneurs and business people – the Liberal-Democratic Party of Uzbekistan Islam Karimov toured the south of the nation and visited Surkhandarya and Kashkadarya provinces to meet with the electorate and gain an endorsement from numerous supporters.
In both provinces the voters were told about the election program of the nominee for President – Islam Karimov. They have learned about that the nominee’s pre-election program envisages such core issues for the country along its further advancement as the consistent continuation of reforms in the country, and particularly, the support of farmers, small businesses and private entrepreneurship, further betterment of investment climate, curbing the tax burden, broader introduction of high technologies, and further increase of people’s real incomes.
While speaking at the meeting in Termez, the administrative capital town of Surkhandarya Province, the campaigner Islam Karimov told his supporters that by now the radical reforms have been carried out in the country. The foundations of national statehood, democratic and law-governed state, and strong civil society have been established. The reforms on democratization and liberalization of public life, modernization of country, and market economy bear their results, according to the candidate.
Islam Karimov has also said that Surkhandarya had nurtured many outstanding thinkers. This area, the campaigner told, is rich with natural resources, and most importantly, has the qualified cadres able to master those resources. Much is now being accomplished in the province. The recently commissioned railroad Tashguzar-Baysun-Kumkurghan serves as a bright example to the said.
The supporters, who have gathered to meet the presidential nominee, have told that the endorsement of Islam Karimov’s candidature for the presidency would be a reliable guarantee of gradual continuation of reforms to further develop the economy and increase the people’s well being.
Yet taking floor in another meeting in Karshi on November 27, the campaigner told that in the coming three years the people’s real incomes would raise up to 2-2,5 times. At the moment, the pensions and social allowances are seeing their consistent rise.
He has also said that the Uzbek people are rightly proud with such ancestors, who grew and matured in Kashkadarya, as Amir Temur and Abu Nasafi.
88 percent of natural gas and 93 percent of oil now extracted in Uzbekistan accounts for Kashkadarya. The largest industries commissioned in Shurtan, Muborak and Kokdumalok serve for further contribution by the area to the development of nation’s economy.
CONFERENCE DEVOTED TO 15TH ANNIVERSARY OF UZBEKISTAN'S CONSTITUTION
The fifteenth anniversary of the adoption of Uzbekistan's Constitution and its role in ensuring human rights was the topic of an OSCE Project Coordinator-supported conference held in Samarkand city on November 27.
The OSCE Project Coordinator in Uzbekistan organized the event in cooperation with Oliy Majlis (Parliament) Human Rights Ombudsman, Constitutional Court of Uzbekistan and the administration of Samarkand region.
"Today, as reforms aimed at building a democratic civil society and legal state are taking place in Uzbekistan, it is crucially important that all officials with authority understand the essence of the reforms and act accordingly," said Bernard Rouault, Acting OSCE Project Co-ordinator in Uzbekistan.
Representatives the Uzbek Parliament, regional state structures, law enforcement agencies, judicial bodies, legal faculties and non-governmental organizations discussed the Constitution's role in ensuring human rights and state and law-enforcement agencies' role in protecting constitutional rights and freedoms. They also considered the Ombudsman's role as the Constitutional institution tasked with ensuring and protecting human rights.

REGIONAL FAIR TAKES PLACE IN NAVOI, CONTRACTS EQUAL OVER UZS 3 B
The regional trade fair took place in Navoi, the report by Uzbekistan National News Agency Russian-language website said. Nearly 150 industrial enterprises, private companies, retail and wholesale trade organizations participated at the event.
The Navoi Machinery Plant, Navoi Mining Enterprise, “Potok” production enterprise from Zarafshan, production and trade firm “Agama”, the joint ventures of “Velan”, “Baht tekstil”, and “Konimekh runo”, as well as several other companies from Samarkand and Bukhara provinces are reported to have exhibited the food and industrial products, as well as the consumer goods.
The two-day trade has resulted in signing the arrangements worth in total over UZS 3 billion. This indicator is as much as twice the last year’s figures, according to the report.
10 JVS WILL BE EST. IN NAMANGAN PROVINCE IN 2007-2008
In line with the Regional foreign investments program the 10 joint ventures are scheduled to be established in 2007-2008 in Namangan Province, the report by Uzbekistan National News Agency Russian-language website has said.
The main partners of the Namangan entrepreneurs, according to A.Shermatov, the head of the regional department for foreign economic relations, investments and trade, are the businessmen from Russia, South Korea, Turkey, and China.
For over the nine months this year 15,4 million US dollars-worth products manufactured at the joint ventures established in Namangan with participation of foreign capital were exported abroad.
As a part of the State investment program the “Mushtariy” Joint Stock Company intends to re-launch the production of the male knitted wear along with the American “Impro Invest LLC” Company. For such purposes the U.S. businessmen are reported to have invested 150,000 dollars to modernize the Namangan-based company. In all, 500,000 dollars are going to be assimilated at the site.
The South Korean HAIN TEX Co. LTD purchases the “Namangantekstil” Joint-Stock Company. Such measure envisages attraction of further investment, reconstruction and radical expansion of production at the company.
The South Korean company is going to invest over 66 million US dollars in procurement and direct investments to gradually modernize the Uzbek company and expand its production capacity for 4,5 times.
THE GTL TECHNOLOGIES - FUTURE OF GAS PROCESSING
High prices for hydrocarbons stimulate the development of relatively new sector: turning natural gas to liquid products so-called GTL (gas to liquid) technologies. Uzbekistan implements several large-scaled projects in this sphere with the biggest investors.
The 2d Uzbek-Japanese forum in Tashkent focused on the issues of cooperation in processing the raw hydrocarbons. Japan’s rich experience in effective usage of its industrial potential, innovative and technological development significantly attracts other countries. The “Uzbekneftegas” National Holding Company’s Manager-General Shavkat Holmetov believes that “as a clear example of this cooperation is a cooperation with the Japan Oil, Gas and Metals National Corporation (JOGMEC) that intends to bring its experience in integrating high technologies in implementing oil projects”. Particularly, a project worth US$ 200 million ensures the participation of Japanese firms in producing fuel on GTL technologies in the Mubarek Gas Processing Plant (GPP).
The development of gas processing pays much attention to the modernization of the Mubarek GPP. At the same time the Mubarek GPP will process gas deeply, extracting valuable components as commodity output.
It is intended to implement another mega project on the GTL technologies in Ustyurt. The Singaporean Temasec Holdings aims to invest around US$ 1 billion in the period of 2007-2012 in the production of synthetic fuel in the projected Ustyurt Gas Chemical Complex for processing 1 billion cubic meters of gas.
The basic product of constructed GTL enterprises will be diesel fuel but more considerable products are GTL products, primarily, such basic one of modern chemical industry as the methanol that will play a great role in the market of chemicals.

FORUM ON CIVIL CODE TAKES OFF IN TOWN, DOCUMENT TURNS 10
The International science conference “10 years to the Civil Code of the Republic of Uzbekistan: experience and prospects of development” took off in Tashkent, the Uzbekistan National News Agency Russian-language website reported.
The Center for monitoring the implementation of normative and legal acts at the Ministry of Justice of the Republic of Uzbekistan alongside with the German society for technical cooperation is reported to have organized the conference.
The representatives of legislative, executive and judicial branches of power, science and public organizations, as well as renowned scholars and specialists from Russia, Germany and Kazakhstan are participating at it.
Uzbekistan was one of the first countries in the CIS area to adopt the Civil Code, which has secured the basic legal principles and criteria of market relations. It serves as an important and effective legislative basis to gradually implement the reforms in social, economic, political, humanitarian, and other spheres.
The conference saw the discussion the outstanding issues vis-a-vis the history of establishing the civil law in Uzbekistan, the role and significance of the Civil Code in the system of national legislation, its experience and prospects, as well as its further betterment.
During the two-day forum the delegates will listen to speakers, who are expected to dwell on the current state and prospects of the civil legislation of the countries around the world, the role and importance of the Civil Code in establishing the law-governed state.
DESIGN AND FASHION WEEK STYLE.UZ IN TASHKENT
The 2nd Design and Fashion Week Style.Uz will take place in Tashkent from November 25 to 30, 2007. This wide-scale fashion project is organized by the “Dom Stilya” (“House of Style”), “Forum of Culture and Art of Uzbekistan” Foundation and “Osiyo Ramzi” (Symbol of the East) Modelers’ Association of Uzbekistan, Uzbekistan Today reported.
Defiles from professional and young designers of Uzbekistan, Russia, France and Japan, exhibition of designer projects, Festival of National Dress, competition of young designers, seminars and master classes, secular events and fashion party will be held within the fashion week.
The best pavilions of Tashkent’s “Uzexpocentre” will be a platform for business dialog of fashion professionals, representatives of mass media, business and culture.
The event’s chosen format will allow within a short time familiarizing with situation in the modern local and global fashion and new suggestions in design.
Tashkent’s design and fashion week of Style.Uz was held last November for the first time. Such well-known names of fashion world as Valentin Yudashkin, Tatyana Mikhalkova, Elena Lenskaya and other were its guests. The press center of Style.Uz states that this time Vyacheslav Zaytsev and Masha Tsigal will come from Russia.
A concert of the “Serebro” group will take place within the week framework and other popular signers and disc jockeys from Europe will perform at parties.
PLASTIC SURGERY ON THE PEAK OF DEVELOPMENT
The plastic and reconstructive microsurgery of Uzbekistan experiences the boom of development. Opportunities of the state system of healthcare services extend due to the introduction of new methods of treatment, the private clinics are developing.
Doctors of this branch of medicine not only perform rejuvenating operations, but also bring appearance of a person “to a normal condition” after heavy traumas or “correct” it according to wishes of the patient. “The large centers of plastic and reconstructive surgery of the country are the Republican Specialized Center of Surgery of Vahidov, the first Tashkent City Hospital, hi-tech methods are applied in Ferghana, Andijan, Namangan and Samarkand. Here unlike small private clinics operations on transplantation of healthy cutis of a patient on the damaged areas, microsurgical manipulations on vessels are implemented”, - tells the chief expert of the Ministry of Healthcare on Plastic and Reconstructive Surgery Abdurashid Kayumhodjaev.
The most complicated operations on “smoothing” of scars, consequences of extensive burns of the skin, reconstructive operations of the nose are carried out in the country. “Thirty successful operations on returning of the former appearance after mastepamy have been made by joint efforts of doctors of the Republican centers of surgery and oncology. Plastic surgeries after carrying out of extensive operations on internal organs are also carried out by experts of our branch”, - marks the manager of the branch of plastic and reconstructive microsurgery RSC Ulugbek Yuldashev.
