President signs resolution on celebration of Kurban Hayit holiday
President of Uzbekistan Islam Karimov signed a resolution on 31 October on celebrating the Kurban Hayit holiday on 6 November.
The decision to mark the holiday on that day was made with consideration of the proposal of the Muslims Board of Uzbekistan, which said the first day of Kurban Hayit coincides with 6 November.
The resolution emphasizes the role and importance of the sacred Kurban Hayit in the spiritual life of the people, preservation of the national religious values, strengthening mutual consent and enrichment of the moral and spiritual world of the young people.
The republican funds Nuroniy and Mahalla, the Kamolot youth movement and other state and public organizations have been entrusted with carrying out the necessary activities to celebrate Kurban Hayit on the high level and in accordance with the national values.

Uzbekistan, Azerbaijan expand cultural ties
The scientific-theoretical conference devoted to the Uzbekistan-Azerbaijan cultural relations was held in Tashkent.
The event was organized by the Academy of Arts of Uzbekistan jointly with the Institute of Architecture and Arts of the Academy of Sciences of Azerbaijan and the Embassy of Azerbaijan in Uzbekistan.
The speakers at the forum said the friendly ties between Uzbekistan and Azerbaijan in the field of culture were actively developing along with trade, economic, political, scientific and educational spheres.
The representatives of Uzbekistan and Azerbaijan are regularly participating in various art and culture festivals, forums and exhibitions carried out in the two countries.
In particular, the musicians of Azerbaijan are regular and active participants of the International Music Festival Sharq Taronalari held in Samarkand biennially.
The peoples of Uzbekistan and Azeribaijan have a common literary heritage, similar culture and arts. It is hard to find a person in Azerbaijan who hasn’t read the works of Navoi or Babur, and in Uzbekistan those who are not familiar with works of Nizami and Fuzuli.
The Azerbaijan Cultural Center named after Heydar Aliyev in Tashkent serves to further strengthening of the friendly ties between the two brotherly peoples, and for the progressive development of cultural relations.
The conference participants listened to reports on the history, current state and prospects of cultural ties between the two countries, the classic musical traditions of the two nations, cooperation among people of art, mutual cultural and spiritual ties.

Uzbekistan to create 967.5 thousand new jobs in 2012
During January-September this year, 815.5 thousand new jobs created in Uzbekistan, including 512.4 thousand in rural areas. The highest employment growth rates were recorded in construction, housing and utilities and public services sectors, trade and catering, transport and communications.
This was discussed at the meeting of the Cabinet of Ministers of Uzbekistan on 27 October 2011, which reviewed a number of important financial, economic and policy documents of the country for the next year.
The meeting of the Government of the Republic analyzed the results of the creation of new jobs in the current year and the draft Program of creating jobs and providing employment for 2012.
During the discussion, it was emphasized that the parameters of the Program for 2012 are based on the analysis and assessment of needs in workplaces and supply in the labor market, taking into account demographic factors and the continuation of measures to deepen structural reforms in the economy, priorities of each sector and the territory.
Particular attention is paid to the Program on Youth Employment, primarily graduates of professional colleges. There was a broad discussion of the basic directions, priorities and mechanisms for implementing programs to the public, especially businesses.
The project of the Program stipulates creation of additional 967.5 thousand of new jobs in 2012, including through creation of new, expansion and reconstruction of existing facilities, development of industrial, social and market infrastructure, small business and private entrepreneurship and the expansion of all forms of home labor, as well as restoration of inactive companies.
The leaders of businesses, government and economic management at all levels, city administrations were assigned personal responsibility for ensuring the achievement of the parameters to create new jobs, as well as the necessary measures to secure stability of the previously created jobs.
By result of the review, draft program of job creation an employment in 2012 was approved and it was decided to suggest it for approval to the Oliy Majlis of Uzbekistan, specific measures to ensure the unconditional implementation of all measures aimed at further improving the practical issues of employment and on this basis, an increase in income, wealth and quality of life were identified as well.

Cabinet of Ministers of Uzbekistan holds session
The Cabinet of Ministers of Uzbekistan held a session on 27 October to consider a number of important financial, economic and program documents on the development of the country for the next year: the forecast of key macroeconomic indicators, the concept of tax and budget policy, the draft state budget and the Program of job creation and employment of the population.
The government analyzed and approved the proposals of the central economic and financial bodies on the forecast macroeconomic indicators for 2012, which envisage preservation of the steady and stable GDP growth, volumes of industrial production, agriculture, investments and service sphere.
It was noted that the concept of tax and budget policy and the draft state budget stipulate implementation of measures aimed at further positive changes in the living conditions and standards, increasing the wages of state-financed employees, pensions, allowances and stipends, as well as stimulating domestic demand as a key factor for sustainable economic growth.
Measures to stimulate production of consumer goods, including through extending tax benefits previously provided to manufacturers, expansion of road construction and rural housing construction were also discussed.
To support the accelerated development of small and private businesses in industry is planned to reduce the uniform tax payment from 6% to 5% for micro firms and small enterprises These and other measures included in the concept of tax policy will lead to reduction of the tax burden on the country’s economy by 0.7 percentage points in 2012.
The Cabinet approved the macroeconomic parameters forecast, the main directions of tax and budget policy and the draft state budget of Uzbekistan for 2012. These documents will be sent to the Legislative Chamber of the Oliy Majlis of Uzbekistan.
The government also considered the results of the activities to create new jobs in the current year and the draft Program of jobs creation and providing employment for 2012.

Uzmetkombinat to start production of steel pipes
Uzbek Metallurgy Combine (Uzmetkombinat) open joint stock company will create capacities on production of steel pipes in 2012-2015.
Minprom agency reported quoting Prime said that the project cost is US$90 million.
The combine will produce steel sutureless hot-shaped pipes with the diameter from 25 mm to 426 mm with the pipe wall thickness up to 20 mm. The project cost of the enterprise is 30,000 tonnes a year.
The project will be financed due to loans of the Uzbek banks for US$50 million, loan of the Fund for Reconstruction and Development of Uzbekistan – US$30 million and own funds of Uzmetkombinat – US$10 million.

Nasaf football club (Karshi, Uzbekistan) for the first time in the history of Uzbek football won the main prize of the Asian Football Confederation Cup.
In the final, held in Karshi, Nasaf beat Kuwait SK with 2-1.
The first goal in the 63rd minute was scored by Ilhom Shomurodov. Two minutes later Andrey Perepletkins made the second goal.
The only return goal was made in the 68th minute by Boris Kabi.
Thus, Nasaf became the first club of Uzbekistan, which won the continental football tournament.
The AFC awarded Nasaf with the Fair-play prize, while Ivan Boskovic, who scored 10 goals during the cup, was named the best goal-scorer of the tournament.
