Foreign ambassadors hand credentials to President

President Islam Karimov on September 9 at the Oqsaroy received credentials from newly appointed Ambassadors Extraordinary and Plenipotentiary in the Republic of Uzbekistan – Yurai Sivacek of the Slovak Republic, Abdurahman bin Abdullah bin Abdurahman al-Shaeh of the Kingdom of Saudi Arabia, Anumula Gitesh Sarma of the Republic of India, and Riccardo Manar of the Italian Republic.

The head of Uzbek state noted that the interaction with the abovementioned countries has been dynamically advancing, and wished the diplomats every success in their commencing responsible and honorable mission.

Slovakia is viewed in Uzbekistan as one of important and enduring partners in Eastern Europe and European Union in general.

Foundations of bilateral relations were embedded during Uzbek President’s January 1997 official visit to Slovakia. A remarkable experience of interaction in many spheres has been built between the two nations, along with a robust normative and agreement base encompassing more than twenty bilateral documents.

The interest of the two countries in shoring up trade and economic and investment cooperation that can substantially be fostered by cashing in the existing capacities has been underscored during the meeting of President and the Ambassador following the credentials ceremony.
Importance of promoting contacts in cultural sphere, environment protection, healthcare, tourism, science and education was also stressed during the conversation.

In his turn, Yurai Sivacek has said that he sees his principal task as facilitating further consolidation of equally advantageous bonds between the two nations.

Relations between the peoples of Uzbekistan and Saudi Arabia are built on ages-old friendship and principles of confidence and mutual understanding. These factors constitute a solid foundation of contemporary interstate ties.

The two sides’ approaches to the majority of pressing issues of international and regional nature are similar. Our countries cooperate within the United Nations, Organization of Islamic Cooperation, Cooperation Council of Arab States of the Persian Gulf and other international institutions.

Trade-economic and cultural and humanitarian spheres, where both parties wield tremendous capacities, are priority dimensions of bilateral interaction.

Common interest in boosting cooperation in financial, investment and other areas has been noted during the meeting at the Oqsaroy. In particular, Uzbekistan highly appreciates its partnership with Saudi Development Fund, which has participated in implementing a range of major projects in our country.

The new ambassador has assured that he considers his mission in Uzbekistan a good opportunity for intensification of relations between the two nations in all areas of shared interest.

During the tete-a-tete with India’s ambassador it has been noted that the state visit by President Islam Karimov to New Delhi that took place May 17-18 this year helped step up the bilateral cooperation to the level of strategic partnership. A significant package of documents signed during the visit, including economic agreements worth 2.2 billion US dollars, demonstrated the resolution of both countries to keep forward with expanding mutually favorable relations.

The two sides attach considerable magnitude to advancing comprehensive interstate interaction. The most favorable trade regime operates between Uzbekistan and India; an intergovernmental commission for coordination of trade-economic and investment cooperation issues has been functioning.

The mutual interest in enhancing Indian investments in information technologies, telecommunications, pharmaceuticals, biotechnologies, textiles, chemical industry of Uzbekistan has been emphasized during the meeting.

Anumula Gitesh Sarma has suggested that he is greatly honored to represent his country in Uzbekistan, the people of which is close to that of India spiritually, mentality and national character, and pledged to make the best of his efforts for Uzbek-Indian cooperation to steadily press forward.

Cooperation between Uzbekistan and Italy has currently been dynamically progressing in political, trade-economic, investment, cultural and humanitarian realms.

Italy is renowned in Uzbekistan predominantly as a nation playing an important role in international politics. The two countries have accumulated an extensive experience of interaction in diverse areas. An imposing number of bilateral agreements work currently to cover basically the entire specter of Uzbek-Italian relations.

The successful functioning of Turin Polytechnic Institute in Tashkent that trains highly qualified specialists for the growing automotive industry of Uzbekistan has been referred to with pleasure during the meeting at the Oqsaroy.

Mutually rewarding is attraction of Italian investments and high technologies to the process of wide-scale modernization of our country and that of setting up new enterprises in light industry, car manufacturing, energy, construction and other vital sectors of economy in Uzbekistan, including in Navoi FIEZ.

Riccardo Manar suggested that both Italy and Uzbekistan have all the capacities for effective development of interaction. For this objective to materialize, the ambassador said he is willing to make every effort and abilities as the new head of diplomatic mission of his country.

The Samarqand Square in Digne-les-Bain

The Uzbek delegation together with representatives of France, Germany, Italy, Romania, Peru, the Antilles and other countries participated in the 90th Jubilee Annual International Exhibition of Lavender in Digne-les-Bain, France.

The exhibition included meetings with Mayor of Digne-les-Bain Serge Gloagen and Deputy Mayor, Director General of Exhibition of Lavender Bernard Tessier.

During the talks, the French side appreciated the current level of bilateral cooperation and expressed interest in developing it further. “This year, we have two significant anniversaries, which will surely unite our city and the Republic of Uzbekistan, they are the 90th International Exhibition of Lavender and the 20th anniversary of the independence of your country,” said Bernard Tessier. “We know a lot about the historical past of Uzbekistan, and we are interested in the modern development of the country. In this connection I would like to note the impact of reforms undertaken by the leadership of the country in political, economic and social life of Uzbekistan.”

Congratulating the delegation of Uzbekistan with the 20th anniversary of independence, the city authorities announced the town hall and municipal council’s decisions to open new Samarqand Square in Digne-les-Bain, the official inauguration will take place in September this year.

According to the mayor, the decision is due to the recognition of the French side of a rich historical and cultural heritage of ancient Samarqand. “When studying history, we dreamed of visiting this legendary city, the crossroad of the Silk Road, one of the cradles of world civilization. On the eve of the anniversary of independence of Uzbekistan the opening of Samarqand Square is our humble gift to your dynamically developing country,” he said. (Source: UT News Agency)

Topic of conversation - upbringing harmonically developed generation

On September 9 at the conference room of Sirdarya regional branch of the Republican Center of Spirituality was organized a “round table” by the Committee on Democratic Institutions, NGOs and Civil Society Institutions of the Legislative Chamber of the Oliy Majlis on “The 20th anniversary of independence: improving legislation relating to youth”.
The main purpose of the event - presentation of youth with extensive work done to educate harmoniously developed generation through improvement legislation on youth in our independent country.

Participants noted that our country that with its priority identified the idea of building a free and democratic civil society, from the first years of independence, paid particular attention to the upbringing of harmonically developed young generation determining the future of the state. On December 9, 1992, our country has ratified the UN Convention “On the Rights of Children”. With this, the Republic of Uzbekistan not only officially recognized document adopted by the international community but also demonstrated that it recognizes human rights as the highest value.

In recent years, a Law “On Guarantees of the Rights of child” was adopted, as well as changes and additions were made to the Family Code and the Administrative Responsibility. In connection with the announcement by the President of the Republic of Uzbekistan of the 2010 as the “Year of harmoniously developed generation”, our government has adopted and implemented large-scale program. In the process of performing certain tasks in this program, on September 30, 2010 the Law of the Republic of Uzbekistan “On the prevention of child neglect and juvenile delinquency” was passed and came into force. It should be noted that in our country there is no legal instrument, which implies the priority of public policy objectives that would not reflect the interests of the owners currently in our future - harmonically developed generation. When this is applied directly to Sirdarya region, then 65 percent of residents in the area of 731 100 people are youth. This means that in the process of improving legislation interests of the youth of this population is in the best. We should not forget that the purpose of adoption of these laws is to educate harmoniously developed generation. The primary responsibility in organizing the execution of these laws depends on directly to field-prevention activities. In order to establish an exemplary work in this direction in Sirdarya region a series of works are conducted. In particular, in 10 police stations of Sirdarya region, in 8 – Bayaut and Saykhunabad, 7 - Sardab, Khavas, 6 - in the cities of Gulistan and Yangiyer, Gulistan district, 5 - Akaltyn, 3 - Mirzaabad district and the town of Shirin sports grounds are organized.

However, for those interested, in the town of Gulistan and Sirdarya region - 8, Bayaut district - 7, in Yangiyer city and Havas district - 6, in Akaltyn, Saykhunabad, Gulistan, Sardob, Mirzaabad areas 4 elective circles are organized. The event, which began with introductory remarks of the Committee Chairman A.Saidov detail covering the issue on the agenda, deputies of the Legislative Chamber of the Oliy Majlis, law enforcement officials dealing with minors also expressed their opinions and judgments.

The event that has passed through lively debate of participants - teachers, educators and youth made a big impression on the participants with its effectiveness, a combination of theory and practice, as well as the fact that it has briefed the public with the work of the Parliament on the legislation. GM Powertrain Uzbekistan forms its charter capital

General Motors Powertrain Uzbekistan close joint stock company, enterprise on production of automobile engines, registered a prospectus of emission of shares for 139.837 billion soums (September 12, 2011. 1 USD = 1739,47 UZS).

The Center for coordinating and controlling for functioning of securities market under the State Property Committee of Uzbekistan registered the emission of shares on 6 September 2011. The emission is aimed at forming the charter capital.

According to the prospectus, the company will place 1 million ordinary shares with nominal value of 139,837 soums each. Total sum of the emission is 139.837 billion soums.

The shares of the emission will be placed on closed subscription among shareholders on nominal value.

In line with the document, Uzavtosanoat JSC acquired 480,000 ordinary shares on par value for 67.121 billion soums (US$48 million on the Central Bank rate, set on the registration date). The company paid shares with cash.

General Motors Holdings, LLC paid 249,999 shares for 34.959 billion soums (US$25 million) through providing intangible assets, providing right to produce engines in Uzbekistan and realize them in internal market and abroad.

The US firm also bought for cash 270,000 ordinary shares for 37.756 billion soums (US$27 million).

General Motors International Holdings, Inc purchased one share on par value for 139,837 soums (US$100).

General Motors and Uzavtosanoat created a joint venture on production of automobile engines in the end of 2008. General Motors holds 52% stake in àêöèé GM Powertrain Uzbekistan.

The project cost is US$521.8 million. General Motors Powertrain Uzbekistan will produce BDONC engine with the volume of 1.2 liters (82 horsepower) and 1.5 liters (115 horsepower).

The enterprise produced the first engines in test mode in the end of August 2011. It is expected that the venture will start serial production of engines in November 2011. (Source: UzDaily.com)
