Legislative Chamber considers several draft laws
Legislative Chamber of Oliy Majlis of Uzbekistan considered several draft laws at its session on 14 February 2013, the information service of the lower house of parliament said.
In particular, MPs considered draft law “On self-governing bodies of citizens” and “On election of chairpersons of citizens’ gatherings and their advisors” in new edition.
At the session, MPS underlined that it is important to strengthen role of NGOs and self-governing bodies of citizens to ensure further democratization and formation of civil society in Uzbekistan.
MPs said that it is necessary to extend functions of self-governing bodies – mahallas – and ensure their close cooperation with state bodies.
The draft law “On self-governing bodies of citizens” in new edition is directed at raising role of self-governing bodies of citizens in implementing measures on social support of populations, expand their role in public control and development of business, including family business.
The self-governing bodies will also receive additional authority to control over adherence of rights and freedoms of businesses. The mahallas will have right to create consulting centers, which will organize training courses for citizens, which was launch own business, and inform them about existing preferences for entrepreneurs, help youth to find jobs, etc.
The self-governing bodies will carry out support to social vulnerable layers of population, help in employment, and support elder people and people with disabilities.
The draft law “On election of chairpersons of citizens’ gatherings and their advisors” in new edition will help for further development of civil society institute in Uzbekistan. The document is directed at further improving election of chairpersons of citizens’ gatherings and their advisors.
The draft law introduces several additional requirements to candidates to chairpersons of the citizens’ gatherings. In particular, the candidate should live in one place for five years and have work experience in state organizations or NGOs, or in business sector.
The draft law “On introduction of changes and amendments, as well as abolishment of some legislative acts of Uzbekistan” was developed to strengthen rights and interests of businesses, improve business climate, and develop small and private businesses.
The document introduced changes to laws “On social protection of people with disabilities of Uzbekistan”, “On employment of population”, “On exchanges and exchange activity”, “On standardization”, etc.
The draft law “On introduction of changes and amendments to the Economic Procedural Code of Uzbekistan” was developed to improve legal proceedings at economic courts, simplify document turnover between court and process participants.
The document envisages that economic courts can use modern communication technologies to contact case participants, send them copy of judicial documents via email. Introduction of electronic document turnover at economic courts are directed at ensuring accessibility and transparency of trials. Besides, in line with the amendments, disputes between shareholders and public companies will be considered at the economic courts.
After the discussions, the Legislative Chamber approved the concept of the draft laws and passed them in the first reading. The corresponding committees were entrusted to prepare documents to the second reading. (Source: UzDaily.com).

State Committee of the Republic of Uzbekistan on Privatization, Demonopolization and Development of Competency with the participation of Chairman of State Joint-Stock Company Uzbekengilsanoat I. Haydarov held meeting with the Chairman of South Korean Young One Holding Corporation Sung Ki Hak.
Main activity of the Young One Holding Corporation is the production and trade upper sport wears, shoes and bags, as well as newest materials with the use of polyether fiber and synthetic fabric.
Company actively operates in Asia, Europe and America. Total assets of the Corporation exceed 2 billion US dollars.
During the meeting Chairman of State Committee on competency A. Abduhakimov spoke about tasks and directions of the committee at the current level of economic development of the Republic of Uzbekistan, particularly, about strengthening the role and share of private sector in the economy of the country. Sides thoroughly discussed the measures ongoing by the Government of the Republic of Uzbekistan on stimulating investments, contributed to the realization of innovation projects, formation of enterprises equipped with modern technological devices that produce import-occupying and export-oriented goods.
It its turn, Sung Ki Hak emphasized that taking into account favorable investment climate created in the Republic of Uzbekistan, as well as its unique logistic location, Young One Holding Corporation plans to make investment in clothes production and textile goods by way of construction of plants and export-oriented enterprises in the city of Tashkent and Tashkent region.
Chairmen of State Committee of Competency and State Joint-Stock Company Uzbekengilsanoat expressed willingness to render collaboration to Young One Holding Corporation in preparing and coordinating project documents necessary for the reinforcement of solution of issues.

Dedicated to the Works of Great Poet and Statesman Zahiriddin Muhammad Bobur
An event on the theme of the role and importance of the works of Zahiriddin Muhammad Bobur in the development of national traditions was held at Andijan Machine Building Institute.
The event organized by the Central Council of the Democratic Party of Uzbekistan ''Milliy Tiklanish'' in cooperation with the party’s fraction at the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan and the regional hokimiyat was devoted to the 530th anniversary of the great poet and statesman Zahiriddin Muhammad Bobur.
Deputies of the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan, professor and teachers from institutions, writers and poets, literary scientists, students as well as general public took part in it.
The participants noted that particular attention in our country is being paid to the in-depth study of the rich heritage of our great ancestors – Abu Rayhon Beruniy, Abu Ali ibn Sino, Alisher Navoi, Mirzo Ulugbek, Bobur and others, their great contribution to the scientific development and their important role in upbringing the young people in the spirit of kindness, humanism and love for Motherland.

President of Uzbekistan Islam Karimov signed a resolution of the Cabinet of Ministers “On introduction of system on rating assessment of higher educational establishments of the Republic” on 29 December 2012.
The document was accepted to stimulate improvement of level and quality of scientific and pedagogic activity at higher educational institutions of Uzbekistan, achievement of high figures of use of scientific potential of teachers, quality of teaching and training of students, etc.
According to the resolution, the system of annual rating assessment of universities will be introduced in Uzbekistan in 2013.
The resolution said that the State Testing Center under the Cabinet of Ministers of Uzbekistan will rate universities in the country.
The rating will be developed based on systematic selection and formation of database, which characterize level and quality of scientific-pedagogic activity of universities.

Uzbek jewelry masters have one saying: “While there are women in the world - our business will live and thrive.”
The jewelry art of Uzbekistan has the ancient roots and is considered truly spectacular heritage of beauty of the past.
From early childhood, according to the national customs and paying tribute to the thirst for jewelry and their magical properties, the mothers of the East put on the wrist of their babies the amulet-bangles ‘protecting from the evil eye’, as the people say.
In the past, women tried to wear their jewelry all the time. If a young woman of marriageable age wore all her dowry, the total weight of the adornments on her could reach six or seven kilograms.
“Here are the amulets with cornelian in silver,” tells the tour guide of the State Museum of Arts of Uzbekistan, Lola Isamuhamedova, “…they were worn by boys. They were made in strict forms and had special bracing for chain or strap. They protected from all evil – misfortunes, troubles, and reckless behavior of their owner.
Adornments for women are quite diverse: forehead jewelry, garters, chest necklaces and pendants, earrings and bracelets.
All favored among the Uzbek women were tumors (amulets) that could be in shape of triangle, or rectangle. They were used for storing the prayer, which was written on a piece of cloth or piece of paper and represented as a very original decoration. And here is the wonderful piece of jewelry for the groom’s turban - jiga, since ancient times, it was worn only by khons (governors), then this brooch became an integral part of suit of any groom. Very unusual and popular with women was necklace - peshavez. Women fastened to it everything that they need for the toilet: pincers, surmadon as a shape of spice, and a lot more.”
It should be supposed that in the past the peshavez served the substitute of modern pockets and trendy clutches, in which we put all those things, except several other additions.
The forehead adornment ‘tillaqosh’ means ‘the golden eyebrow.’ The word ‘qush’ - the bird, was changed to ‘qosh’, but the form of the adornment, resembling the wide-open wings of a bird in flight, remained unchanged, as the eyebrows of a young beauty are like two wings.
It should be noted about a special method of making for which was famous the Uzbek jewelry, from blackening, stamping, filigree and incrustation.
The Khorazm jewelry differs with the abundance of details. They should, according to the legends, protect from the evil spirits. It was believed that the head of the Khorazm bride had to be full of various adornments. The Khorazm jewelry has lots of pieces for hair, such as tadjuzi, zulfizor and others.
There is a legend that links melodious ring of adornments and the Khorazm dance ‘lazgi’. According to the legend, when God created the human body, he ordered the soul to enter inside it. But the soul afraid of the darkness inside the human body, then God sent down a very beautiful melody, and the soul, knowing not how, entered inside the human body and made him come to life in dance. First, the fingers come to life, then wrists, and hands behind, and finally the shoulders. Everyone knows that these body parts actively participate in the Khorazm dance.
