PRESIDENT OF RUSSIA TO VISIT UZBEKISTAN
President of Russia Dmitriy Medvedev will pay a state visit to Uzbekistan on 22-23 January on the invitation of the President of Uzbekistan Islam Karimov.
During the visit, the issues of expansion and deepening of the Uzbek-Russian cooperation, as well as important regional and international problems will be considered.
Signing of a number of bilateral documents aimed at deepening cooperation between the states in various spheres is planned.
DEPUTY GOVERNORS ATTEND REGIONAL SEMINAR IN FERGHANA
The regional seminar with participation of deputy khokims (deputy governors) of Andijan, Namangan and Ferghana provinces, their aides for spiritual and enlightenment work, as well as district and town khokims (mayors) took off in Ferghana, the Uzbekistan National News Agency reported.
A profound work is now being accomplished on establishing a democratic law-governed society in Uzbekistan. The representatives of local municipality bodies play a special role in increasing the efficiency of work in this direction. The classes of traditionally held regional seminar will pave way for consolidating the economic, social and political knowledge, as well as awareness of attendees on other areas.
The first day of the seminar was dedicated to thoroughly learning the work of President Islam Karimov “The high spirituality is an invincible power”, as well as priority issues set in the address by President at the festive meeting dedicated to the 16th anniversary of the Constitution of the Republic of Uzbekistan.
Those who took a floor at the seminar have said that at the moment each leader must live with concerns of people and country, deeply realizing the essence of the ongoing changes, adopt decisions based on the principles of justice, while feeling personal responsibility before the Homeland, as well as conscientiously fulfill the duties entrusted on him. In its turn, this requires from them a deep knowledge and corresponding potential.
The heads of a number of ministries, departments, as well as professors and teachers are expected to speak at the seminar. Its attendees will discuss the essence and significance of reforms now underway in all spheres. Also, they will outline the issues which require urgent solution.

INDUSTRIES ALSO TO COME TO COUNTRYSIDE IN 2009, REPORTS SAY
The announcement of 2009 as the Year of Development and Improvement of Countryside initiated by President Islam Karimov inspired the citizens of the Aral Sea adjacent area, as much as the whole nation, according to Jahon Information Agency.
In this context, this year the scale of work in the Republic of Karakalpakstan is going to be extended in terms of commissioning industries in the countryside, developing service stations and establishing processing enterprises, which would be supplied with modern technologies, employing the rural citizens, in particular, the youth, as well as raising the living standards of the rural population.
The tangible work is now being carried out to increase the well being of citizens in the Oltinkul Village in Kungrad District. The cultural and welfare facilities and medical care are well established there. The service stations on refueling and technical maintenance of automobiles, mills, grocery stores and market in the center of villages are functioning, as well.
Recently, the Kungirot canvas (tarpaulin) factory was launched in the village. As a result, 125 graduates of Kungrad Professional College of Agriculture have been employed, according to the report.
“We produce canvas (tarpaulin) necessary for industrial enterprises based on local raw,” the director of the factory Aziz Begjanov said. “A sewing workshop, shoe-shop, barber’s shop and bakery were opened at the factory. Besides, we have started to produce small carpets and aprons for the population. In the days to come we are going to extend our activity and increase the number of workers up to 200-220 people.”
CONTEST AMONG BANKS HELD
The ceremony of awarding the winners of the best banks of Uzbekistan attracting the population’s deposits was held in Tashkent, UzA reported.
The annual contest was organized for the first time by the Central Ban and the Banks Association.
The National Bank of Uzbekistan has been named the best bank and was awarded with the President’s prize – Nexia car.
The winners of the best branch in the city and rural area – Ferghana regional branch of Asaka Bank and Chust branch of Pakhtabank (Namangan region) – received Damas cars.
Turon Bank won in the best deposit in national currency nomination for providing high-quality services to support young people.
Winners in a total of 7 general and 11 additional nominations were awarded.
According to the Central Bank, the volume of deposits of the population in the country’s commercial banks increased 1.7 times last year.
LOCAL ENTREPRENEUR ENDEAVORS JUICE PRODUCTION IN NAMANGAN
The assortment of fruit juices is being extended in the grocery stores in Namangan Province, the Pravda Vostoka newspaper reported.
Avazbek Aliev, the energetic entrepreneur from the Village of Unkhayot of the Uychi District, began producing the fruit juices while having channeled much of the efforts along such brave endeavors.
He is reported to have installed modern equipment and took care of fine packaging, as well.
The first consignment of juices “Orom” was delivered for sale in the province during the days of the New Year. The local product is cheaper than the imported one and therefore it is in high demand, according to the newspaper.
Aliev’s family is going to have an annual profit not less 100 million Uzbek soums. It will be directed to increasing the volume of production and extending the assortment.
KHAZORASP-TEXTILE TO EXTEND CAPACITY, CREATE MORE JOBS
Khazorasp-textile is one of the industrial ventures of the Khorezm region with a growing export potential, according to the local news agencies.
The company has been modernized thanks to financial aid provided by Asaka Bank. The old equipments were replaced with new ones; high-effective modern technologies were implemented. At the moment, over hundred employees of the company enjoy the favorable labor conditions in the company.
"We produce yarns that meet relevant world standards for the textile branch and carpet-weaving," said LLC director Rikhsitilla Yusupov. "The capacity of production has made up 2200 tonnes of yarns per year. Over 1300 tonnes of yarns were exported out of nearly 2000 tonnes of those manufactured last year."
At the first half of this year the company plans to install modern spinning equipment with a total cost of US$800,000. It allows creating additional jobs and expanding production of quality and competitive goods.

EFFECTIVENESS OF ENFORCEMENT OF COURT DECISIONS DISCUSSED
Reforms being implemented in the judicial system of Uzbekistan create the conditions for effective protection of the rights of citizens by means of courts, democratization, social renewal, acceleration of the process of reforms and modernization of the country.
Professional qualification of staff, its deep knowledge of and awareness of changes in the legislation of the Republic of Uzbekistan has a determining role in the enforcement of court decisions.
In light of this, the Centre for the Improvement of the Qualifications of Lawyers under the Ministry of Justice of the Republic of Uzbekistan put forward an initiative to conduct a seminar jointly with the Committee for Judicial-Legal Issues of Oliy Majlis of the Republic of Uzbekistan on the topic of the "role of improvement of the performance of court decisions in the protection of legal interests of citizens". The seminar was conducted on 16 January 2009.
The news service of the Ministry of Justice said the seminar was attended by the deputies of the Legislative Chamber of Oliy Majlis (parliament), the media and the teachers and professors of the Centre.
In their reports, participants emphasized the main goals pursued in implementation of the judicial-legal reforms aimed at strengthening the independence of judicial power, the importance of raising the effectiveness of judicial protection, and creation of an effective system of enforcement of court decisions, material-technological support and funding of courts. The latter is the function of the Department of the Ministry of Justice for the Performance of Court Decisions, Material-Technological and Financial Support of the Activity of Courts.
Participants also emphasized the need for timely information of every court executive about the essence and content of the amendments and addenda introduced to the legislation.
Moreover, it was pointed out that the Centre for Improvement of the Qualifications of Lawyers has created a tradition to organize surveys among its students to learn their opinion and collect recommendations to improve the teaching practice and work on improvement of the qualifications and training of judges and court executives.
The conference was conducted in the spirit of open dialogue, and all opinions were taken with interest.
MEASURES TO PREVENT AIDS WELL UNDERWAY IN SURKHANDARYA
At the moment, the millions around the world suffer from AIDS (acquired immunodeficiency syndrome). Unfortunately, despite the large-scale measures being undertaken to prevent such disease and propagate a healthy lifestyle there are also the people in Uzbekistan who suffer from this disease, the report by Uzbekistan National News Agency Russian-language website said January 19.
There is a particular work is now being accomplished, for example, in Surkhandarya Province, the southernmost territory of Uzbekistan, to raise the people’s medical culture, strengthen health of mothers and children, and establish a healthy way of life, according to the report.
The staff members of the Regional AIDS Center in Surkhandarya pay a special attention to sanitary and awareness work, as well as quality of medical servicing. The examination of health of young people, including those who marry, and ensuring the birth of healthy children are among the top priority list of their agenda.
Nevertheless, there are still cases of HIV (human immunodeficiency virus) infection. In 2008 over 28800 residents of the province went through medical examination with 2480 of them – through the AIDS examination. 89 percent of the HIV infected are men, while the rest of 11 percent – women, in line with the report.
“Especially we are concerned that the bulk of the infected are the people at the age of 20 to 34 years old,” says the head doctor of the Surkhandarya Regional AIDS Center Raimberdy Kurbonov, “after all, this is flowering age in human life.”
With a view of preventing AIDS and resolutely combating its spread the scale of prophylaxis work is being constantly extended in the province. In particular, the inter-district laboratories supplied with the latest equipment have been established. Besides, 15 cabinets of trust are operating (the doctors who may be consulted on the basis of anonymity).
The specialists believe that alongside with leading an unhealthy way of life and drug addiction the illegal labor migration also turns to one of the reasons for the spread of AIDS.
In this context, a special attention is being paid in the province towards social protection of citizens who intend to work abroad, as well as to creating jobs in the area.
For instance, over 44200 new jobs were established last year alone thanks to commissioning of new facilities, reconstructing and expanding enterprises, developing the home-stay labor practice, launching small businesses and micro-firms. More jobs are yet to be established this year, according to the report.
UZBEK FLORISTS BUSIED IN FLORICULTURE AT 120 HECTARES OF LAND
At the moment, the floriculture is intensively developing in the Tashkent Province, according to the Narodnoye slovo newspaper.
According to the Regional office of the department for agriculture and water industry, now the total area of small private floral greenhouses alone grew up to 120 hectares of land.
The local florists are already cultivating more than hundred varieties of plants such as violets, meadow and wildflowers, as well as exotic roses, which are delivered to Kazakhstan, Russia and the Ukraine.
