The Committee for Agrariculture, Water Managenet and Ecology of the Legislative Chamber of Oliy Majlis held an enlarged meeting on the national legislation governing parcelling, granting permissions for constriction of new enterprises, reconstruction of existing capacities and state registration of production infrastructure units.

The agenda included the consideration of tasks determined in the Year of Rural Development and Improvement program, Anti Crisis Program for 2009-2012 as well as the current state of existing laws on parcelling, registration of interest in land for business entities. Participants of the meeting analyzed the progress of introduction of new processing capacities, arrangement of favorable conditions for newly established enterprises producing nonfood consumer goods in rural areas and cities.

Nowadays Uzbekistan carries out extensive work directed at arranging agreeable environment for entrepreneurial businesses, it was noted at the meeting. Free ground areas for nonagricultural purposes, empty industrial structures and buildings are searched out; the procedure for registration of interest in land has been simplified considerably.

“The procedure of parcelling for building and reconstruction of industrial units, provision of their environmental and technical safety, registration of interest in land, protection of property and liability for breaching interest in land is fixed in a number of codes and laws. Besides, there is a large number of regulatory acts, departmental guidelines, norms and other documents regulating this procedure,” commented Karamatillo Turgunbaev, member of the committee. “There is a necessity of enhancing the explanatory work on the abovementioned regulations, perhaps, there is a need for the development of a special reference book for entrepreneurs as well as for specialists.”
